Pr9 Approved For Release 2001/03/03 : CIA-RDP7 RO 0100330008-6 25 February 1966 MEMORANDUM FOR: Acting Chief, D/T FROM: Chief, T/CST SUBJECT: Consequences if the use of Trojan Horse and Yankee Team photography is denied to IAD 1. The loss of Trojan Horse and Yankee Team photography would result in a serious impairment to our ability to provide timely and complete information and analysis on Laos to DOD. If the DP is kept in the Washington area only 5-10 days, past experience indicates that IAD would have little if any time to view it. DIA has been keeping film on the average 5-7 days and PAG has been keeping it on the average 3-5 days. This means it would be necessary for IAD to scan the negative, select those portions which would be of intelli- gence value, and make arrangements to have a DP made. All of this could mean a delay of a week to three weeks, if duplication can be done at all, and a considerable expenditure to prepare another DP. If the original DP is requested from March AFB it is difficult to estimate when it would be released and returned but it could be more than 30 days and probably not less than three weeks. 2. In addition to the damage cited by _ of OCI on con- 25X1A9a tinuing to make reports on targets of significance in Laos, which likewise would hurt intelligence components in ORR, there are additional specific points of damage. They are as follows: a. We would be unable to give a bomb damage assessment for bridges in Laos. b. We would be unable to give a status of bridges under repair. c. We would be unable to make a comprehensive report on road construction, repair, or maintenance. d. In fact reports of any kind on Laos would be extremely meager since 85 percent of our reporting on Laos is based on the subject photography. If it is possible to work out limited duplication from the negative or to have the DP returned from 15th Airforce, SAC, at March AFB, Riverside, California it would still result in a serious delay in preparing reports, a delay which would, in fact, make the reports of little or no value. 25X1A9a Approved For Release 04~P 498000100330008-6
