SUBJECT: Telephone Conversation with 27 October 1965
1. I called to determine if DIA is doing a similar
job on the question of civilian casualties in North Vietnam. Ed
assured me that they were not. Ed said the flap at DIA this morning
concerned only the provision of photos of strikes that might have
resulted in civilian casualties. This supposedly was a one-shot affair
and DIA was not being asked to provide cumulative figures. He did say,
however, that accompanying these photos was a statement of the CEP and
arv.~
whether or not the CEP included civilio areas. The statement also
attempted to estimate the casualties associated with the photos.
2. Ed also said that he understands that J-3 has a series of
folders assessing targets in North Vietnam. This assessment is a pre-
strike assessment and includes an estimate of probable casualties.

3. I outlined to Ed the horseback estimate that we are in the
process of making. He thought this would be very helpful and hoped that
at a minimum it could provide some fairly hard figure reporting a maxi-
mum of positive casualties. He thought that any kind of an expression
of a range of possible casualties would also be useful.
25X1A 4. is going to talk with Gen. Carroll this afternoon.
He hopes that this talk will result in more specific guidance on the role
that CIA should play in estimating this problem. He also hopes that Carroll
will take the steps necessary to give us free and complete assess to DIA
and JCS files and any other cooperation we may feel necessary.
