SUMMARY OF CIVILIAN DAMAGE IN HA NOI AND HAI PHONG
SINCE 1 APRIL 1967, (U)
I. HA NOI: The only target struck within the city limits of Ha Noi
since 1 April 1967 is the Ha Noi Thermal Power Plant (JCS 81).
A. Strike and Photo Data:
1. Struck 19073OZ May 67 by 2 USN A4E aircraft with 2/MK-1
Mod 0 Walleye missiles. Pilots reported one weapon went long and
estimated impact at eastern end of TPP complex and second weapon impacted
just short of the generator hall.
2. Post strike photography for 19 May Walleye strikes was
obtained 20 May by UE/YT mission 473R/l.
3. Struck 21070OZ May 67 by 4 USN A4E aircraft with 4/MK-1 Mod
0 Walleye Missiles. Pilots reported all four weapons had good lock-on
and appeared to guide well. Two appeared to impact on the western side
of'?the generator hall and two appeared to impact on the boiler house.
4. Post strike photography for 21 May Walleye strikes was
obtained later 21 May by BS mission Q 574.
B. Photo BDA:
1. Bomb Impacts: BDA of 20 May coverage failed to reveal where
the weapons delivered 19 May impacted. No damage was noted either in the
target area or in adjacent areas. BDA of 21 May coverage revealed damage
to the SE corner of the boiler house. A portion of the roof is sagging,
there is a hole to the W of the sagging section. Thus, one or more
Walleyes impacted on the boiler house. There is no apparent damage to the
remainder of the target or to the adjacent civilian areas.
2. Damage to civilian structures: No damage to civilian
structures could be determined on the 19 and 21 May photo coverages. The
target is surrounded primarily with civilian housing and commercial
structures of masonry construction.
II. HAI PRONG: Two targets in the city limits and one just outside the
city limits have been struck since 1 April 1967.
A. Hai. Phone Thermal Power Plant East (JCS 82.12)
1. Strike and Photo Data:
a. This target,located just outside the city limits i nm down-
stream from Hai Phong, was struck 20 April by 24/A4 and 4/F8 USN aircraft

with 58/500#, 24/1000#, 27/2000# bombs and 3 CBU-24's.
b. Post strike photography for 20 April strikes was obtained
20 April by UE mission 542.
c. Struck 10 May by 12 USN A4 aircraft with 20/l000#,
10/2000# bombs and 2/1000# bullpups.
d. Post strike photography for 10 May strikes was obtained
10 May by UE mission 938D.
2. Photo BDA:
a. Bomb Impacts: All three POL tanks and three of eight
support buildings were destroyed. The boiler house, the pier and two
support buildings were severely damaged. The generator hall, the water
treatment building and one support building were moderately damaged. In
a paint plant which is adjacent to the target, on 2 sides, eleven buildings
were destroyed and seven damaged. Adjacent to another side of the target
four civilian structures were destroyed and 7 damaged. In a ceramics
plant located about 400 feet SE of the target, 9 buildings were destroyed
and 13 damaged. An additional 16 civilian structures were destroyed
immediately SE of the ceramics plant. During the strikes of 10 May the
boiler house and generator hall were further damaged and are now considered
destroyed. Three support buildings were also further damaged. In the
paint plant four additional buildings were damaged and in the ceramic
plant one additional building was damaged. One additional civilian
structure was destroyed and one damaged adjacent to the target.
b. Damage to Civilian Structures: The target is surrounded
by light industry with civilian structures in erspersed in the general
area. Outside the target area in the light industrial areas a total of
20 buildings are destroyed and 25 damaged. A total of 21 civilian
residential/commercial structures are destroyed and 8 damaged. Twelve
of the light industrial buildings damaged or destroyed in the ceramics
plant and 16 residential/commercial structures damaged or destroyed are
outside the spillover (3 CEP) area.
B. Hai Phonx Thermal Power Plant West (JCS 80.0)
1. Strike and Photo Data:
a. This target is located just inside the western city limits
and immediately south of the Haiphong Cement Plant, JCS 77.1. The target
was struck on 20 April by 25 USN A4 aircraft with 46/1000# and 21/2000#
bombs.
b. Post strike photography for 20 April strikes was obtained
20 April by UE mission 542.

c. Struck 10 and 20 May by a total of 22 USN A4 aircraft with
11/206and 53/1000# bombs.
d. Post strike photography for 10 and 20 May strikes was
obtained on 20 May by UE mission 588P.
e. Struck 26 May by total of 10 USN A4 aircraft with 20/1000#

a. Bomb Impacts: The coal shed, one water tank and one
support building were destroyed. One end of the boiler house/generator
hall, five lupport buildings, one cooling tower and the coal conveyor
were moderately damaged. Seven civilian structures adjacent to the target
were destroyed. All described damage above is the result of 20 April
strikes. During the strikes in May the boiler house/generator hall was
further damaged and is now severely damaged. Seven support buildings were
destroyed and two were severely damaged. The transformer building and
the coal storage building were moderately damaged. Additional damage out-
side the target area brought the total civilian structutes destroyed or
damaged up to sixty-nine.
b. Damage to Civilian Structures: The civilian structures
destroyed or damaged are along the Ha Ly Canal to the East of the target.
This includes 40 light industry structuhes and 29 residential/commercial
structures. The canal is quite active with inland waterway traffic. About
35 of the light industrial structures are beyond the spillover (3 CEP) area.
C. Hai Phone Cement Plant (JCS 77.1):
1. Strike and Photo Data:
a. This target is located just inside the west city limit and
immediately north of the Hai-Phong Thermal Power Plant W, JCS 80.0. The
target was struck on 25 April by 20/A4 and 6/A6 USN aircraft with 118/1000#
and 20/2000# bombs.
b. Post strike photography for 25 April strikes was obtained
on 7 May by BS mission Q 569.
2. Photo BDA:
a. Bomb Impacts: Twenty-seven targeted structures were de-
stroyed and forty were damaged. One of the six crushing/grinding buildings
was destroyed and 5 damaged. Four kilns were damaged and four more

probably damaged. Almost all ordnance impacted in the target area.
b. Damage to Civilian Structures: All adjacent civilian
structures damaged by air strikes are listed in the totals of civilian
structures damaged by strikes on the Hai Phong Thermal Power Plant West.
There is a possibility that a few of these civilian residential structures
were actually damaged during strikes on the Cement Plant.
NOTE: MIG, SAM and AAA opposition to strikes on the targets listed above
was generally heavy; however, the actual effect of this opposition on
bombing accuracy cannot be judged. The impact points for suppression
ordnance (rockets, Shrike missiles, and CBU-24) are not known.
