The meeting was held in order to attempt to reach a common understanding
regardnZ the DIA estimates of the volume of military supplies being
received from abroad for the Viet Cong (VC) main force and the PAVN forces
serving with the main force. Good progress was made in reaching an under-
standing regarding the requirements for the VC main force, and Colonel
Husman promised to reexamine the estimate of requirements for the PAVN
force which he admitted was too high in relation to the estimate for the
VC. Some progress was also made in establishing a basis for estimating
the tons of supplies needed daily for all Communist forces in South Viet-
nam including the guerrillas.
2. I said that I will prepare another draft of our requirements
paper in which only current daily requirements from abroad are estimated.
I will also attempt to estimate the quantities of supplies required by
the Communist forces from South Vietnam. Colonel Husman said that he
would be very much interested in both of these estimates, and that he
would do his best to agree to them. He suggested a range where complete
agreement cannot be obtained. In this way he thinks it might be possible
to introduce a section on requirements into the USIB study.
3. If was a. fine meeting, but a, sour note was introduced at the end.
During the course of the meeting Colonel Husman received a, copy of a,
memorandum from General Wheeler to General Carroll. Colonel Husman read
the memo to us before we left. General Wheeler stated that Secretary
McNamara is still saying that the Communist forces in South Vietnam are
getting 12 to 14 tons of supplies from abroad per day. He then went on
to say that he has always regarded this estimate as being too low, and
wonders if it would not be appropriate for DIA to reexamine the old esti-
mate made in May 1965.
