Per DCI request, two memoranda covering Cambodia's role in the Vietnam war are required, one immediately, one with all deliberate speed. a. A brief, typescript Memorandum for the Director detailing everything we know about Chinese Communist shipping into Sihanoukville (such things as amounts, types and frequency of arrivals over the past several years). Since DCI is convinced that Cambodia is an important waystation in logistics pipeline to Communist forces in SVN, this thesis needs to be addressed and the arguments pro and con analyzed. DUE IN O bDI BY COB WEDNESDAY 8 December. I --WON . A memorandum theorizing on how the Communists could use Cambodia in support of the war if they went all-out. This will require some imagination. Having done this$ a contracting section exhaustively detailing all that is known or suspected about Communist use of Cambodia will be required. In support of this you should lean heavily on NPIC and OCI analysis STAT any available DIA research, and request of n Saigon a station assessment of the extent to which Cambodia is being utilized by the PAVN and) VC.
