Attached hereto is a staff study prepared as the result of the last meeting of the Ad Hoc Group on reciprocity established by Mr. Botkin. This study will be presented to the Bureau of the Budget as the basis for White House approval of the plan to include modification of the Communications Act of 1934 in the Administration's legislation program. ILLEGIB 2. Prior to formal presentation to the Bureau of the Budget, Mr. Botkin asked that the staff study be circulated informally to the agencies concerned in order to obtain informal concurrence. It is then intended, after the receipt of comments or concurrences informally, to transmit the staff study under the cover of a letter from the Department of State formally to the agencies concerned for official concurrences or comments. Upon receipt of these formal opinions, the Department will then transmit them together with the proposal to 0DM who, in the name of the President, will send them to the Bureau of the Budget bearing the President's endorsement and request for immediate action. 3.
