In accordance with your letter to Mr. Botkin of May 3) on the subject of reciprocal radio agreements, I attended a meeting in the office of Mr. Botkin yesterday morning. 2. Present at this meeting were: 25X1 Mr. Harold M. Botkin, Chairman, 0DM Mr. Fred C. Alexander it Mr. Wm. E. Plummer Mr. Paul Barringer, Department of State Mr. Robert G. Kreer, it Mr. Walter F. Wood, F. B. I. Comm. E. M. Webster, FCC Mr. Ed Allen, it Mr. Dean Garner, Department of Defense 3. The need for reciprocal radio agreements was discussed at length. Mr. Kreer and Mr. Barringer presented the State De- partment's requirements. There was no opposition to consideration of the subject. Comm. Webster pointed out some of the difficulties in- volved in regulating and policing stations in embassies of foreign countries, but was assured by Mr. Barringer that any agreements entered into would spell out, specifically, the terms and types of operation agreed on, and that the State Department could police such agreements. To Comm. Webster's specific question to the State Department as to whether the operation of a diplomatic network and the granting of re- ciprocal radio rights to foreign nations for the purpose of strengthening the network was in the nation's interest, Mr. Barringer said that State felt that the operation of such a network and the granting of reciprocal rights were truely in the national interests of the United States of America, Comm. As Chairman of TPC, Mr. Botkin said that he would ask TPC to refer the paper to an appropriate panel or an ad hoc committee of the ?PC for study.
