but that a series of tests would be useful in determining whether the package
stations have been properly constituted.

25X1C4~ It seems to me that if a small peacetime base station--say
could be located either at the- site or at some site to be selected, 25X1A6b
this would be a better solution and also provide the first unit of a wartime
base station.
35. Assuming that such an agreement can be justified in terms of the
service performed, I see no objection to this action. However, is this
something which is costing us personnel to accomplish or is it something
which can be done and makes more profitable the use of existing personnel?
38. I don't quite understand this since I believe the various Areas
are reducing their excess inventories as rapidly as they.can. If we were
not so short of personnel already it would be O.K., but since this is obso-
lete and excess equipment I don't quite understand the high priority accorded
this idea.
