4. Page 11, be Immediate action to reduce cable traffic -
fast pouch, direct laterals, uniform devices, cable writing course,
control in field.
25X1A2d1 S/C Comment: not used enough to be worth trouble; fast
pouch too expensive as attempted before; direct
laterals interjects OC/Security and command aspects;
uniform devices interjects 0C/Security and
maintenance aspects; cable writing is generally
25X1A6a good; control in field could be improved specifically
in _but this tremendous task due to geographic
conditions.
3. Page 15, b. DD/S okay D/Logistics to provide transportation for
project night shift women. (Note: Page 65 shows this applies to all
women not just project.)
S/C Comment: This problem has been approached before from many
angles. Reduces to fact that anything short of
door-to-door transportation is not good enough and
not used by the women because they have been able
to find rides with the more generous male employees
who have transportation; and presumably, by law,
the Agency cannot sutmly door-to-door transportation.
19. Page 19, a. Chief S/C be commended for high level of efficiency
staff communications.
S/C Comment: No comment.
19. Page 19, b. D/C0 disseminate Notice to all 0/C Sig Center (Hq and
overseas) personnel reflecting IG report views ref achievement and extra
effort (This is risky since CT(l)s also rate and they do crypto many
places.)

20. Pa e 19. In addition to implementing Page 35 recommendations

defices cable writing course for DD/P, DD/I and DD/S pers, establish
better controls overseas - releasing officer limitation) D/CO establish
firm and irrevocable policy governing assignment, reassignment and
transfer signal center personnel per "above" criteria - transfer
dependent on availability of qualified replacement.
SIC Comment: Signal Center believes that such policy should be
firm but not irrevocable. Specifically, each
case should be handled on its own merit with full
recognition that replacement time for a journeyman
CT(C) is 2 to 2+ years.
21. Page 20. D/C0 and Chief SIC arrange for cy clearance few PEA
personnel for Char duties.
SIC Comment: Concur.
Arrange parking for mid watch pers to 0815.
SIC Comment: Concur.
Move message center to permit SIC use second floor.
S/C Comment: Message Center also claims overcrowding. Available
space is item of contention this issue. They should
be close to S/C under present conditions for
practical purposes.
22. Page 20. D/CI approve consolidation SIC & Cable Secy but
implementation gradually so no undue burden on Chief or Deputy Sig
Center (page 147 seems based on Management views.).
SIC Comment: Not at this time.
36. Page 23. Use of Cable note be discontinued & all
cable conform regular procedures (abuse is reason.)
SIC Comment : No comment.
37. Page 23. a. DD/S authorize institute fast pouch
(DDCI decided to eliminate? IG says previous scheme wrong s Once
applied to cables not pouches. Cost?)
SIC Comment: On a restudy basis and more compatible terms with
25X1 C4a such a system might work. Tendency of Divisions
was trending towards putting regular pouch material
in fast pouch service because of the more rapid and
broader distribut,i_on afforded material- inasmuch as
material was distributed as cable matter.

use fast pouch except where need for other clearly shown.
S/C Comment: With watchdog effort to preclude relapse in
procedure commented above, concur. (Doubt if the
line will be held).
Page 33 - "Eliminate differenti. al between deferred and routine if
deferred used more.
SIC Comment: Concur.
Abuses - precedence, content & length - preliminary dissems - should
use courier 0B repo its from Pull.
SIC Comment: Precedence is abused; much material sent by pouch
with essence by cable would reduce cable traffic
volume; preliminary dissemination represents
expensive electrical distribution. A courier
would be much cheaper and nmany instances, more
rapid.
Page 36 - Suggestion establishment world wide courier pouch - economy
vs cable pers? ? ?
SIC Comment: No comment.
Page 36 - 37 It is recommended that1 a., b., c., d., e.
SIC Comment: Recommendations are too broad and will require
further discussion, review and observation before
any decisive action can be defined. Concur
basically in any or all of the recommendations,
especially if it can be used advantageously in
cutting cable traffic. Mechanics of implementation
would appear to override favorable results in some
of the recommendations, e.g., Page 36, para d.
Page 97 - Statements on not accurate.
SIC Comment: No comment.
Page 135 - Why set 1950 as date establishment as central communications
center for Agency?
SIC Comment: The date 1950 was used because that was the date the
Signal Center began cable responsibility to other
than 0S0 divisions.

Page 1)1 - SIC steadily improved operating efficiency - effectiveness
and as presently constituted is believed to be one of the best organized,
most efficient and highly motivated organizational components in the
Agency today.

Pages ll12-3 - SIC stretched; ?ny further load or pers loss will cut
efficiency and morale.
SIC Comment: Concur.
Page 143 - OP has done outstanding jot of recruiting for OC and SIC
esp.
SIC Comment: Concur. NOrlnal routine requirements are handled
satisfactorily, altho their mechanics of speeding
up for crash requirements do not equal those of our
operations.
Page lltli. - Current level of grades for SIC personnel low.
SIC Comment: Concur. Continuing attempts with Wage & Classifi-
cation, but results are slow.
Page 115 - Concern of supervisory personnel about being stuck &
prevented from branching out and up in OC.
SIC Comment: Do not think this is a general feeling among SIC
Supers. SIC continually being asked to supply
personnel in other Divisions of OC, and recommend
those considered qu.il _fied for a particular vacancy
when it exists.
Page 145 - Space needed - char duties - parking places for 4-12 & 12-8
shifts.
SIC Comment: Concur. See previous comments on this subject.

unnecessarily. Little control effort by CIS & officers.
