The scope of this ort wi such items as the development of the and the concurrent reorganization of the branch; e as a dent and growth of the uncleared training pool; the shift in covert training from singletons to project personnel and associated projects; the exploration and initiation of contracted training programs with private firms the revision of coursed to keep abreast of all develvments and the continually recurrmt problem of personnel turnover. Progress and steady improvement will be noted; but room for farther development and improvement is apparent. The real achievements of this Branch cannot be substantiated oy the modit.m of a report, but rather are dependent upon the quality of the product. Reorganization and planning are worse than useless if the quality of the product does not meet the requirements of the user. Approved For Release . This problem has had to aspects: (1) the loss of potential employees to other jobs during this waiting period and (2) the additional delay in ;e ting the man to his assignment after he has bec -ired. Other components of the Agency had overcome this obstacle by establishing holding pools - a device for bringing personnel on duty and giving them useful instruction pertaining to their ultimate assignment. The subject matter of those established pools 'were of little or no value to communications personnel, so a Communications Uncleared Pool was begun,. This Pool originally served solely as a holding area for radio 25X1A operators from theAime of their entry onto duty until they &Ted a iiirnal clearance permitting their transfer to 25X1A6a On this basis, the pool was set up to provide code training and was supplied apprppriate ecatipment* By meanz of ,the pool and .0. provisional 25X1A6a clearance for the it vas possible to give radio operators three months of usetel, training prior to .their tell clearance* 25X1A9a 25X1A9a 25X1A5a1 25X1A5a1 Gradually, this pool became utilized for personnel other than radio operators* The Curricula offered became more forealized and varied to meet those new requirements* At the time of this report, non.olaasitied courses are being offered in radio operating, radio theory, cryptography, teleytpe operating and Wine. Duting the year, the pool was supervised by tempararily-asaigned personnel, frequently students, due to a lack of personnel within the Training Breath* Especial mention should be made of theactivities of Messrs* (resigned), in assisting in the development of a formalized curricula t is planned to permanently assign a modber of the Training Branch to supervise the function during 1952 and to formal4 establish the Uncleared Training Pool as Training Section No, 4. It was regained that the facilities of the Training Branch were not adequate for the large-scale training that eould be necessary in the event of whole-scale hostilities, Training Branch vas authorised, therefore, to establish contact with various commercial radio schools with a view to ascertaining the capabilities of these institutions and of developing 4 pilot program with one or more schools* Accordingly preliminary contacts have been made with the , ec a Represen tive Division of the A 25X1A5a1 contract mu negotiated to begin P emery )a es shing a traieing program for 20 students, Under ter,lz of thils contract,. 25X1A5a1 made available for interview and screening by this Agency some 50 individuals. A screening of the rElcords of these persona reduced the number to 25 and personal interviews eliminated 6 of the remaining candidates. Discussions with the other tmo organizations have been purely exploratory thus far. Miscellaneoues A survey we il.de of training films available and liuts of such films have been distributed to members of the domootic treining staff. A catalogue of such films will be distributed to the overseas areas in 3052..
