Background Data on I14 70?-63
1. IM 70-63 had its origins in this building
in November/December 1969. At that time. then Chief, VNNO, called Sam Adams to his ce to
read a piece that had written on the VCI.
As a result of tie r scussion, asked Adams
if he would draft a new piece for . This was
clone and passcWinformally to At that
time'l _J Chief, I/SV, thought that the
piece could be made into a useful IM and instructed
Adams to do further work.
2. This project was nearing completion in
mid-April of this year.. At about the same time,
I was informed orally by John Court that he had
been committed by Mr. Kissinger to do a mart orandum
on subversion in South Vietnam. He asked rye for
the names of knowledgeable people in this Agency,
I gave him the names of I and Sam Adams.
Court visited these offices and learned naturally
about the study we had in process. He made
repeated requests that he be given a copy of the
draft. I refused to release the draft until it
had office approval. Near the end of April, I
was called by Larry Lynn who stated the importance
of tnni-s memorandum being made available to the
NSC Staff. I consequently had the memoranc:um sent
around the ~ + ildin+ for coordination on 28 April
(through DDI elements a DDP and SAVA). The
coordination was completed by 4 May on which date
the report went to the editors for publication.
