The major mar-tuced por requirements In North Vietnam are tvofold: (a) those required to support the build-up of Come uniet military forces in both North and South Vietnam Lnd to replace combat lases; end (b) the substantial diversions of manpower required to counteract the a 'ectu of air strikes against North VietvamE. 4. The rapid build-up of 3orth Vietnam's armed forces by about 250,000 during the past to years to its present force level of 480,000 has been accomplished without recourse to full mobili- zation and this rate of build-up in expected to be much lower JIM the next few yes. The military build-up alone has required about 120,000 persons a year during 1965 and lg6 r In addition, during 1966 North Vietnmeae combat and infiltration, losses probably totaled from 35,00.45,000 persons and have undoubtedly been ru=ins much higher in 1967. These manor requirements have been met, for the most. part, by the drafting of almst all the 1.15,000 physically fit youths estimated to reach draft age annually. The regime has also had to mobilize some reservists and to replace men with vomen particularly in the underemployed agricultural labor force. The regime hale.n?t been forced, hor, to alter the current draft v4p of 17-35 or to resort to coercive measures to obtain mili- tary manpower.
