Also included in the installation are the barracks and administration buildings -for the Guba Litsa Naval Complex headquarters. Apparently training and admin- istrative services are provided here for submarine crews and personnel assigned to the operating bases as well as to the missile storage facility. This report presents a basic description of the installation with an annotated photograph, line drawings, and construction chronology. INTRODUCTION Litsa Bay Naval Missile Storage is on the Kola Peninsula ap- proximately 30 nautical miles (nm) north-northwest of Murmansk. It provides storage and support for both naval cruise and ballistic missiles carried by submarines based at Litsa Guba Submarine Base South F_ I and North I The installation has two major subdivisions: the storage areas and t e barracks and administration area, both of which have expanded since the installa- tion was first observed on photography in New construction was especially evident between BASIC DESCRIPTION The installation consists of a probable warhead storage area, a missile storage and checkout area, a propellant storage area, a storage and support area, a vehicle storage area (Figures 1 and 2), and a bar- racks and administration area (Figure 3). Probable Warhead Storage Area (A) Although the probable warhead storage area is secured by triple fences and guard towers along its outer perimeter, it is not entirely secured from the missile warhead storage area. F Within the probable warhead storage area there are two earth-covered drive-through buildings, an earth-covered drive-in building, and a small guardhouse. It contains 15 arch-roofed earth-covered missile-storage buildings, of which ten are drive-in and five are drive-through buildings. Two missile storage and checkout buildings are complete and a third is under construction. The area also contains two small earth-covered hunkers, a large five- story U-shaped support building under construction, and numerous small support buildings. Five of the missile-storage buildings are additionally secured by walls. A probable components storage area along the main access road is secured by a fence and guardhouse and contains a drive-through earth-covered storage building with a bridge crane at the west en- trance (Figure 2, item 26). Three drive-in earth-covered storage buildings and six small support buildings are in this area, and numerous cargo trucks have been seen here. A small vehicle storage park is adjacent to the southwest wall of the propellant storage area. Propellant Storage Area (C) This area is triple fenced and has a small guardhouse at its sole point of entry. Included in the area are a fuel storage point with buried tanks, an oxidizer storage area with eight storage tanks, an oxidizer service building, a support building, and a support and storage building. Storage and Support Area (D) This unsecured area on the southeast side of the main access road contains five storage buildings, three support buildings, a small steam heating plant, and a borrow pit. Vehicle Storage Area (E) immediately across the road from the storage and support area, this area is secured by a wall and has a guardhouse. It appears to be the chief vehicle maintenance and storage area for the entire installa- tion. One large vehicle maintenance and storage building is observed, and numerous missile transporter trucks and other vehicles have been observed in this area. Table 3 itemizes the vehicles and equipment which have been seen in the last year throughout the installation. Barracks and Administration Area (Figure 3) This area is situated along both sides of the Litsa Bay-Murmansk highway approximately 2 mn clue south of Litsa Guba Submarine Base South. Four storage sections within this area are secured by walls and gatehouses. Structures include seven barracks, 25 multistory barracks or apartment buildings (two of which are under construction), four administration buildings, two vehicle storage and maintenance build- ings, and numerous smaller storage, support, and maintenance buildings. The great number of buildings within this area indicates that it supports both the naval missile storage facility and the sub- marine bases.
