ABSTRACT
Smolensk Aircraft Components Plant 475 probably still produces aircraft parts and
associated equipment, although no aircraft have been seen in the plant area since it
was first identified. In addition, air-to-surface missile (ASM) crates have
been identified. in a portion o' the facility, and, the plant is believed to produce air-to-
surface missiles or major subassemblies for such missiles, even though no actual mis-
siles have been observed.
Many assembly and shop buildings, an engine test building suitable for testing small
turbojet engines, and. a transshipment area which probably serves Plant 475 and the
Smolensk Airfield make up the most important parts of this facility.
This report traces the development of the plant Func-
tional descriptions and mensural data on the facility have been provided. so that the
capability of the plant to produce varied systems can be more precisely evaluated.

INTRODUCTION
Smolensk Aircraft Components Plant 475 (Figures 1 and 2) is located immediately
25X1A south of Smolensk Airfieldo and approximately 2 nautical miles (nm)
north of the city of Smolensk, USSR. transs ipment area is approximately 1.5 nm west-
southwest of the plant. What is possibly the Smolensk Aircraft Plant 476, believed. to
manufacture aircraft components, is 0.5 nm east of Plant 475.

Physical Features
The major facilities at Plant 475 consist of assembly and shop buildings, admin-
istration and engineering buildings warehouses, and support buildings. The total floor-
space of the facility was approximately 1.1 million square feet. Func-
tional descriptions and. dimensions o these facilities are presented in a table which
is keyed to the detailed drawing of the plant (Figure 3). Distribution of floorspace by
building type is presented in the following tabulation?

Transshipment Area
The rail- and road-served transshipment area is secured by a wall and fence, and
contains 23 buildings. Forty-three KENNEL or SAMLET shipping crates 17 probable
25X1 D KITCHEN crates, and six FARMER crates were observed. in the area It
25X1 A probably serves both Plant 475 and the Smolensk Airfield.
Facilities for the construction of shipping crates are locate in a transshipment
area with stacks of lumber observed adjacent to carpenter shops and other relat

The installation was approximately 25 percent reconstructed when observed on
25X1 D photography At that time a steam plant (Item 24, Figure 3) and an engine
test building (item were observed.. The engine test building has a vertical blast de-
flector and is suitable for testing small turbojet engines. Two partially completed. as-
sembly or shop buildings (Items 44 and 51) and numerous support and. administration
buildings, with a total floorspace of approximately 304,000 square feet, were also present.

Production Activity
Smolensk Aircraft Components Plant 475 probably still is a producer of aircraft parts
Aircraft were observed at the nearby Smolensk Airfield hangar area
Essential Services
Air service is supplied by the Smolensk Airfield, which is primarily military but also
serves commercial flights. The airfield was observed for the first time was
severely damaged by bombing during World War II, and. was reconstruc e
It now consists of a 6,570 east/west concrete runway with associa a axi-
ways, parking aprons and aircraft repair facilities. There is no taxiway connection
between the airfield and, the plant.
A rail-served AAM facility, immediately west of the airfield, contains a rail transfer
point, one drive-through building, three small barricaded buildings, two large barricaded
buildings, three small support buildings, and is secured by a double fence.
The city of Smolensk is served by a main double-track rail line, and Plant 475 is
served by a spur from this rail line. The spur enters the southern part of the plant and
services many buildings. Numerous shorter spurs and sidings are also present, but no
unusual rolling stock has been observed at any time. The plant is also served by a
good all-weather road system.
The Dnepr River which runs through the center of the city is a navigable water-
way; however, it cannot be determined if products from Plant 475 are shipped or received,
on this river.
Security
A wall and fence surround Plant 475. There are four entrances, two located on the
east side of the facility, and the other two on the west and southwest sides of the facil-
ity. An administration-type building is at the entrance on the west side and the south-
west entrance has a small security gatehouse.
