The Petrokrepost Explosives and Solid Motor Plant Morozov includes the
following eight functional areas: an unidentified production area, a new probable
nitroglycerin section (under construction), an old probable nitroglycerin sec-
tion, a probable double base production area, a probable rocket motor test
facility, a probable rocket motor production area, a service area, and an un-
identified area. The plant probably produces small double base propellant
grains and possibly casts rocket motors utilizing double base casting powder
produced elsewhere.
A basic description of the plant facilities is provided, including chrono-
logical and mensural data. Photographic coverage, a line drawing with accom-
panying tables, and a location map are included.
The Petrokrepost Explosives and Solid Motor Plant Morozov is located ap-
proximately 16 nautical miles (nm) east of Leningrad and 2 nm north of Petro-

respectively) are located
An old plant area is located near the east side of Petrokrepost plant and
has been previously reported as part of it (Figure 2). The old plant area has
25X1D not changed significantly since and does not appear to be directly involved
with present operations at the e Pro repost plant. Two old storage areas are
also located near the plant (Figure 2) but, likewise, do not appear to be di-
rectly involved with present operations.
The plant has been divided into eight functional areas, only one of which
is separately secured (Figures 2 and 3). These eight areas are an unidentified
production area, a new probable nitroglycerin section (under construction), an
old probable nitroglycerin section, a probable double base production area, a
probable rocket motor test facility, a probable rocket motor production area,
a service area, and an unidentified area.

UNIDENTIFIED PRODUCTION AREA
The area includes several probable propellant processing buildings and a
probable laborator building. This is the oldest area in the plant most of it
25X1D was present in and buildings have been added to it as late as
25X1D (Figure 3 and Table ).
NEW PROBABLE NITROGLYCERIN SECTION AND OLD PROBABLE NITROGLYCERIN SECTION
Parts of the old probable nitroglycerin section still exist, but it appears
that the probable gutter system which connected it to the mixing building and
the extrusion building within the probable double base production area has been
partially dismantled. A new gutter system may be constructed which will connect
the probable double base production area to the new probable nitroglycerin sec-
tion (Figures 3 and 1 and Table 1). The new probable nitroglycerin section is
nearing completion, and it appears that it will have only one line with one
nitrator/separator unit.

PROBABLE DOUBLE BASE PRODUCTION AREA
This area probably has all the necessary structures to produce small ex-
truded rocket grains. The nitrocellulose (easily transportable) could be brought
in from another plant and mixed with the nitroglycerin produced in the adjacent
probable nitroglycerin section. The mixture could then be extruded in the
rolling and extrusion building (Figure 3, item 7) and finished and possibly
loaded in motor cases in some of the additional buildings in the area (see
Figure 3 and Table 1 for identifications and locations). Double base casting
powder is probably not produced in this area; the drying facilities which are
necessary cannot be identified.
PROBABLE ROCKET MOTOR TEST FACILITY
The facility consists of a small probable test cell served by a probable
blast deflector and a probable control building. This small facility would
probably be compatible with the size of motors produced by extruding whole
grains.
PROBABLE ROCKET MOTOR PRODUCTION AREA
It is possible that small rocket motor grains coming from the probable
double base production area could be undergoing processing in this area, but
the area seems too large to be entirely devoted to this. It seems more plau-
sible that this area is engaged in the production of rocket motors from casting
powder. The possibility exists that casting powder may be brought in from
another plant; casting powder can be and is (at least in the United States)
transported without dangerous complications. With the assumption that casting
powder is being brought in, building 1 (Figures 3 and
magazine for the 5) could be a storage
powder, building 3 could be a case preparation building, and
buildings 4 through 11 could be engaged in various propellant processes in-
cluding casting, curing, finishing, and inspection. Table 1 presents a genera-
lized and tentative identification of structures in this area.
SERVICE AREA
The area contains two steam and power plants, a possible pumphouse, and a
batch plant.
UNIDENTIFIED AREA
This area is possibly abandoned. Building 2 (Figure 3) was abandoned
during construction. Earth mounding, which was once thought to be a possible
test area, has either been removed or has eroded.

observed under construction on the latest photography in the new probable
nitroglycerin section and the probable rocket motor production area. Refer to
Figure 3 and Table 1 for a detailed and graphic presentation of the chronology.
