ABSTRACT
1 Leningrad Scientific Research Institute NII 400 is reported to be the principal
installation in the Soviet Union devoted to research and development of underwater
ordnance. The institute consists of 39 buildings and four storage tanks. Most of the
buildings are complex multistory structures used for administration, engineering, research
and development, and testing.
2 This report provides a location map, a description and chronology, a line drawing, a
photograph, and mensural and reference data on the installation.
INTRODUCTION
3 Leningrad Scientific Research Institute NII 400 is situated on the east bank of the
Bolshaya Nevka in the north-central part of the city (Figure 1). Fokina Street parallels the
west side of the institute, and Karl Marx Avenue parallels the east side. The institute is
25X1 A separately secured from the adjacent Russkiydizel Diesel Plant 15 o the
25X1A north and Karl Marx Hospital Complex Ito the southeast . igure 2).
Institute NII 400, the principal Soviet R&D installation for underwater ordnance, is
subordinate to the 4th Chief Directorate, Ministry of Defense/Ministry of Shipbuilding,
and is affiliated with or supported by other research institutions, production plants, and
test ranges.1

4 The Leningrad Scientific Research Institute NII 400 is responsible for the prototype
production of underwater naval ordnance and associated electronics. According to

available collateral, production is carried out within the confines of the institute in a group
of buildings designated as Plant 686. Prototype production of electrically powered
torpedoes, steam/gas powered torpedoes, mines, and minesweeping devices is reported.1
However, none of these functions is revealed on overhead photography.
5 Institute NII 400 contains 39 buildings (Figure 3 and Table 1), including an
engineering/test building (item 1) reported to contain a test tank 20 meters (66 feet) deep
that extends the entire length of the building. The remaining 38 buildings include six
administration/engineering buildings, five administration buildings, three
engineering/laboratory buildings five shop buildings, 16 utility buildings, and three
heating plants. otal floorspace for the institute is approximately
127,590 square meters square feet).
6 The institute is road served, and the street pattern of Leningrad affords easy access to
rail, air, and water transportation facilities within the city and surrounding area. The
institute is walled, and access to it is probably controlled by a security guard force.

Chronology
7 Scientific Research Institute NII 400 was probably in existence or to World War II.
Photography of limited interpretability was obtained riAt that time, the 25X1 D
institute had 24 buildings including a large engineering test building (item 1), four
administration/engineering buildings (items 8, 26, 32, and 37), five administration
buildings (items 12, 27, 38, 41, and 42), and three engineering/laboratory buildings (items 7,
10, and 23). These buildings were supported by two heating plants (items 6 and 11), five
shop buildings (items 2, 19, 21, 22, and 25), and four utility buildings (items 9, 28, 29, and
33).
