Omsk Aircraft Engine Plant Baranova 29 is actively engaged in the produc~tiori of helicopter engines and may also be involved in the production of missile propulsion systems. Plant 29 consists of 117 completed buildings and structures, 10 of whi~~h are considered to be major production-associated buildings. The total floorspace of Plant 2;a is about 318,743 square meters (3,430,834 square feet). 25X1 2. a plant expansion program was observed under way outside the northeast corner of the plant. This expansion includes a large probable assembly buildiing and four probable utility buildings. 3. This report includes a description and chronological study of Plant 29, a disciassi.on of status and production activity, and a discussion of related installations. Supp~orti.ng graphics include a location map, a photograph, and a line drawing. A table of mensural data keyed to the line drawing is also included. INTRODUCTION 25X1 4. Plant 29 is located on the eastern edge of Omsk, USSR (Figure 1). Omsk Rocket Engine Test Facility Gornaya Bitiya is located 25X1 approximately 51.9 kilometers (28,0 nautical miles) north-northwest of Plant 29. In a helicopter rotor test stand was identified at the Rocket Engine Test Facility, providing the first photographic evidence in the Soviet Union of an association between an aircraft engine plant and a rocket engine test facility. 9. Plant 29 consists of 117 buildings and. structures (Figure 3). The major production buildings of Plant 29 are the engine test building, four large assembly/shop buildings, five large shop buildings, a large forge/foundry, and a heating plant. An additional 15 buildings can be considered as significant, production-related buildings: five shop buildings, four large administration buildings, three large warehouses, a transshipment building, a forge/foundry, and another smaller heating plant. The remaining 90 buildings and structures include administration buildings, shop buildings, warehouses, a fire station, and utility buildings, 10. A plant expansion program first seen under way in presently includes large assembly-type building and four smaller buildings under construction outside the northeast earner of the plant. This construction indicates a new and/ar expanded production role far Plant 29. Construction Chronology 25X1 25X1 11. Omsk Aircraft Engine Plant Baranova 29 was first seen an photography 1~X'I Two large assembly/shop buildings (items 30 and 31), an engine test buil ing i em 25X1 32), two forge/foundries (items 46 and 47}, eight shop buildings (items 16,24,26,27,39,42,44, and 45), two heating plants (items 18 and 50), and three large warehouses (items 25,33, and 34) were the major plant facilities present at that time. Five administration buildings (items 14,28,3$,41, and 53), a small shop building (item 48), four small warehouses (items 2,4,36, and 37), and a fire station (item 15} were also identified. Additional facilities included a POL sto-rage area, four small. warehouses, and 11 utility buildings. ~ . 12. The next usable photographic coverage of Plant 29 was obtained in 25X1 0 A large, rail-served transshipment building (item 20) had been constructed in the north-central plant area. Two large assembly/shop buildings (item 3 and 19), in the midatage of construction, were also observed in the north-central plant area. A large addition was seen. under construction on a shop building {item 44) in the southwest corner of the plant. A small addition was also seen under construction on the large shop building (item 30) in the west-central plant area. Two probable administration buildings (items 12 and 13) were observed in the early st~ige,3 of 25X1 25X1 25X1 Production Activity 22. Plant 29 is a known producer of the ASH-21 and ASH-28 engines used in the HOUND- and HORSE-type helicopters 1 and may possibly be involved in the prod~uct:ion of rocket engines. This possibility is strengthened b the proximity of the Omsk Rocket Engine Test Facility Gornaya Bitiya and the identification of a helicopter 25X1 rotor test stand at that installation in 25X1 23. It is possible that the combined facilities of Plant 29, Omsk Airframe Plarit 166, and Omsk Rocket Engine Test Facility Gornaya Bitiya could be utilized to produce an entire liquid fueled rocket. Essential Services 24. Rail service for Plant 29 is provided by a branch line of the Trans-Siberian Railroad. The branch line forks immediately outside the southeast corner of the plant to form three main spurs. Two of the spur lines serve the POL facilities located along t;he southern perimeter of the plant area. The third spur serves the eastern plant area. Sidings from this spur serve the transshipment building, the POL storage facility, and the support complex in the southeast corner of the plant area. 25. The intricate pattern of roads and railroads within the area facilitates 1;he movement of materials, products, and personnel of Plant 29. 26. The highway system in the immediate vicinity of Plant 29 is one of improved, all- weather, serviceable roads. The roads within the plant area are improved, serviceable roads and are connected to the highway system of the area. 25X1 27. Omsk Airfield East could supply the necessary air services :for Plant 29. Port facilities on the west bank of the Irtysh River, approximately 6.0 kilometers (3.3 nautical miles) southwest of the plant, are connected to Plant 29 byroad and rail. 28. Electrical ower for Plant 29 is supplied from a local source; Omsk Thermal ]Power 25X1 Plant TETS 2 located approximately 4.0 kilometers (2.2 nautical miles) southwest of the p an area, cou d be the supplier. Security 29. The plant is encompassed by a wall. There are two major personnel entrances in the west wall, both of which are probably controlled by a security force. Major vehicle entrances are identified in the west wall and the south wall. A probable vehicle entrance in the north wall is located in the area of plant expansion and is probably a temporary access.
