Thebe installations were located and identified by using descriptive collateral material in conjunction with photo interpretation. Enlargementsof each plant area have been enclosed with this memorandum and a description of them can be found in the text below. This memorandum is in response to the above referenced requirement whim n requests a layout, description and annotated enlargements of the Arsenal Complex in Kinn-ming, Communist China. I. In the city of K'un-ming and the surrounding vicinity eight Industrial Plants, that are possible Arsenals, have been found. The Arsenals ha,e been located on the enclosed map (CIA/PID/IE_ r-116/0) and each given a letter designation which is referenced to the corresponding photo enlargement and textual description of each area. The numerical annotations on the enlargements are discussed in the following text. . Plant Area"A" - CIA/PID/IB-P-717/63 In this area Plant No. 298, an Optics Arsenal, and Plant No. a Small Arms Arsenal, are reported (CIA Information Revort '5X1 kated 26 September 1961) to be located. Plant No. 3'36 Li nitaated in a valley and consists of three large, double bay monitor .:-r)of buildings (Annotation No. 1), numerous caves (Annotation No. 2) and many smaller industrial Buildings (Annotation No. The Declassification Review by NGA/DoD 25 25 25 25 Approved For Release 2004/05/05 : CIA-RDP78T04743A000200030063-1 5X1 25X1 SUBJECT: Kfun-ming Arsenal Complex Page 2 smallest of the large monitor roof buildings (Annotation No. )) and a possible Steam Plant (Annotation No. 5) have been constructed since 1959. A large residential and administration area (Annotation No. 6) is associated. with this Plant. The location of Plant No. 298 can not be precisely determined, however it is in the area south of Plant No. 356. It probably occunys the large multi-story and monitor-roof buildings (Annotation No. 7) adjacent to a residential area southeast of Plant No. 356. A new multi-story building (Annotation No. 8) and a new furnace building (Annotation No. 9) have been constructed since 1959. It is also possible that this Arsenal is located or includes either of the new Industrial Complexes (Annotation No. 10) to the west. 5. Plant Area "B" - CIA/PID/IB-P-718/63 Plant Area "B" has been described in the Department of the Army Intelligence Report No.I 'dated 2",, August 1962. It was called an Explosives Complex consisting of the following four areas: 1. Area "A" - Headquarters and barracks area (Annotation No. 1) 2. Area "E!' - Storage area (Annotation No. 2) 3. Area "C" - Headquarters and barracks area (Annotation No. 3) 4. Area "D" - Probable explosives processing area (Annotation No. 4) West of this complex there are possible storage or processing buildings (Annotation No. 5) which could be associated with it. r 2 product manufactured or stored in this complex, as yet, can not be determined. 6. Plant Area "C" - CIA/PID/IB-P-719/63 A possible Arsenal, with the name of "Yunnan Military Plant", was described in the CIA Information Report dated 26 September 1961. The Plant best fitting the description given in this report is shown (Annotation No. 1) on the above referenced graphic. The front of this Plant is set back from the road going west from Kyun-ming (Burma Road, Annotation No. 2) and the back of it is adjacent to a rail line (Annotation No. 3). The Plant consists of one large building with three bays, which has been added since and numerous, smaller, single story buildings. fte buildings appear to be the type that could be used for machine 'shops, light fabrication and. storage. The actual processes conducted in them can not ic,L kirmined. Ordnarce 7. Plant Asea "D" - CIA/PID/IB-P-720/63 This Plant area is reported (CIA Report i dated 30 January 1957) to ,contain the Yunnan Machine Factory and Automobile Unit. Large dormitory facilities (Annotation No. 3) are associated with both of these installations. The Factory contains three, large, multi-bay, monitor roofed building and numerous smaller buildings. Taro of the smaller buildings (Annotation No. 4) probably contain foundry forging or heat treating equipment. One of these buildings (Annotation No. 5, see inset) has been expanded since This Factory could contain the equipment necessary to manufacture small arms. A firing range (Annotation No. 6) is situated north of the Automobile Unit- This facility could be used both in the testing ef new weanons and in the training of military personnel. leant Area "E" - CIA/P1D/IB-P-721/63 Air Inteliigeaae an Arsenal inflated possibly the mist Report dated 23 January 1?61, describes outside the "west gate" of K'nn-ming. This is Arsenal. The AKS Town Plan of K'un-ming, dated shows an Arsenal inside the "west gate" (Annotation No. 1) and this is probably a more precise location for the Arsenal described above. This are9 anntains many buildings which could contain the eeeessary equipment to manufacture small arms but it is not possible to ermine whetnr they are used for this type of production. Since 1959 1.111-PP large steaks, which were located in the center of this area (Annotation Ne. 2), have been removed. This could indicate that ti building use has (-hanged and that the Arsenal has beer remnved. 9. Plant Area "F" - CIA/PID/IB-P-722/63 The ANS Town Plan of Klun-ming, dated January 1958, located an Arsenal in the southwest outskirts of the city. This Plant (Annotation No. 1) is shown on the above referenced graphic. No other reference could be found to this Plant in the available collateral material. The Plant contains two large industrial buildings and many smaller ones. A few housing units (Annotation Nc. 2, see inset), a small Furnace or Steam Plant (Annotation No. 3, see inset) and a single bay, monitor roof building (Annotation No. 4, see inset) have been constructed since The product made here can not be determined, therefore, possible to verify or deny that this Plant is an Arseeat. it is not 10. Plant Area "5" - CIA/PID/IB-P-723/63 Plant Area "G" is reported to contain Plant No. 403 (CIA Informalion 25X1 Report dated 26 September 1961), waien repairs motor vehicles, such as jeeps, trucks, and possibly tanks. The photoaraphy shows that this area contains a light fabrication Plant which ic partly under construction (Annotation No 1), a possible Motor Pool (Annotation No. 2), a Driver Training Facility (Annotation No. 3) and a Meter Vehicle Repair Facility (Annotation No. 4). Many trucks and some buses and jeeps are parked in the yard associated with this facility. No tanks were observed in the area; however, this facility pro-,-Dably could repair tanks if they were required to. 25 11.
