SUBJECT Yu-Men Oil Fields and Refinery, Communist China

1. Referenced requirement requests a study of the oil fields and refinery
at Yu-men, China. The specific points for study that were requested include:
evaluation of its level of activity; a description of changes or recent
expansions and, if possible, an estimation of production capacity or status
of operation; and, an annotated photographic enlargement of the complex.
2. Analysis of the petroleum refinery indicates that there are both
distillation and cracking units. There is a probable treating and blending
section (with warehcusing, canning and shop facilities) within the complex.
There are approximately 50 stock tanks ranging from small to large in the
complex area. No large amounts of construction material or new bases fo
stock tanks were observed. The heat and power plant can be observed 0.7 nm
east of the refinery. Just west of the heat and power plant 1.5 nm is the
rail tank car loading and unloading facilities with approximately 20 ^tock
tanks ranging from small to large in size. There is a possible heat treating
and dewaxing installation 0.5 nm north of the refinery.
3. In an area search around the refinery', oil fields were observed in
the foothills of the Nan Shan Mountains and also on the p). s. An estimation
of the potential size and limits of the oil field cannot 'e based on photography
alone. Two of these fields seem will defined and workover derricks were over
each well. Step out rigs can be observed trying to define the limits of the
fields. In the foothills east of Pai-lao-hu-tun the oilfields have a north-
south axis. Separation units, gathering tanks, drilling rigs and production
units can be observed. :?ere also, the actual closing limits of the geological
structures or areal extent of the oil field would not be possible based on
photography alone. The Chinese appear to be very active in their search for
petroleum by the number of drilling rigs and tanks observed.
