chracterists of surfacemocarch radar requires placement near the shoreline for
maximun i..ffectiveness; as is the radar of the Varcdero Peninsula. The shoreline
near the above areas was seardhed and no towers or Construction activity was
noted.

Detailed Report of Klyuchi Complex, USSR
(a) Requirement C-SI-3-80,481
(b) CIA/PID Project C 1140-63
1. In response to your requirement dated 16 August 1963, a detailed
interpretation of the Klyuchi Urban Complex, exclusive of outstations, was
prepared from available photography.
2. (a) Chronology of expansion and change of Klyuchi Complex. The
Klyuchi Complex was initially reported in Air Force DPIR T-57-8 as a result of
coverage. At that time the Military Headquarters
Installation was in the early stages of construction. Immediately to the west
of the installation was a temporary heliport. Adjacent to the northwest corner
of the installation rhombic antennas vs,re under construction.
The next coverage of the complex occurred onl
Coverage was oblique but clear. No significant change in tne town or Klyuchi
nor the military installation could be noted. Construction of a new airfield
had begun approximately I mile west of the military installation (same site

as temporary heliport on coverage). The old airfield located approx-
imately 7 miles southeastof chi was still in use. Approximately mile
25X1 west of the old airfield station C52D is located.

observed in the cleared area at station C52D for the first time. It measures
approximately 1,000 feet in diameter. This circle may delineate a ground plane
for an antenna or possibly an interferometer.

(c) Detailed Report
(1) Military Headquarters Installation. This installation (Figures 2
and 3), under construction in 1957, now appears to be completed. No construction
25X1 activity is apparent on The installation contains
approximately 110 buildings of various sizes. The small scale of the photography
precludes identification of the commo site. Listed below are the major buildings
and their approximate sizes. Buildings shown in solid black were present or under
construction in 1957. Figure 3 shows probable heights of buildings. All un-
numbered buildings are single story. The following annotations are keyed to
Figure 2. All measurements were accomplished by the photo interpreter using a
scale base provided by TID/NPIC.

Item B - Eight outbuildings (latrines and washhouses, etc.), 85 by 25
feet.

Item F - Building, 110 by 70 feet.
Item G - Building, 140 by 35 feet.
Item H - Four buildings, 115 by 30 feet.
Item I - Two buildings, 90 by 30 feet.
Item J - Building, 115 by 45 feet.
Item K - Building, 125 by 125 feet overall.
Item L - Twelve probable barracks, 70 by 30 feet.
Item M - Two buildings, 135 by 35 feet.
Item N - Two buildings, 115 by 30 feet.
Itun 0 - Building, 150 by 40 feet.
(2) New airfield (Figure 4). This installation is located approximately
i mile west of the military installation. An improved dirt road connects it with
the military imtallation. It consists of a natural surface landing strip,
oriented northwest/southeast, approximately 4,000 feet in length plus several
small buildings. Eight aircraft are parked on the northwest corner of the field,
probable cargo/liaison type.
(3) Abandoned airfield located 7 miles southeast of Klyuchi (Figure 1).
This natural surface airfield was in use in It appeared abandoned
25X1 on and on all useable coverage to date.
(4) Town of Klyuchi (Figure 1). No significant expansion or change was
25X1 observed in the town between' I However, five probable wooden
wharves were constructed in the dock area immediately west of the lumber mill.
They extend approximately 250 feet from shore.
