The deployed probable SA-3 missile launch sites at Palanga (55-59-
41N 21-07-OOE) and Kaliningrad (54-28-25N 20-59-59E) are fundamentally
similar to the probable prototype site at Kapustin Yar (Launch Site A of
the probable low- to medium-altitude SAM test area -- 48-46-59N 45-48-
45E) in three respects: (1) Each site consists of four launch positions in
a semicircular pattern arranged around a guidance area; (2) the launch
positions are served by hooking roads; and (3) dimensional relationships25X1 B
between the launch positions of the three sites are compatible (Figure 1).

to the deployed sites, but are not well enough defined to permit a compar-
ison with support buildings at the Kapustin Yar site.
Figure 2 shows the location of the deployed probable SA-3 missile
sites and their relationship to other missile activity in the Palanga-Kalin-
ingrad area.
Because of halation and the
probable early stage of construction, the road pattern at the Kaliningrad
site does not appear fully developed. At the Palanga and Kaliningrad
sites, the two forward launch positions are closer together than the cor-
responding positions, at Kapustin Yar -- a slight modification of the pro-
