A possible rocket propulsion test complex under construction has been
identified near Kuybyshev, USSR at 53?33'N/49?50'E, approximately 26
nautical miles northwest of Kuybyshev. The complex, which will be served
by rail as well as road, is characterized by extensive heavy construction
activity. A probable water line to serve the complex is also under con-
struction. Facilities under construction include a possible static test stand
which is positioned at the base of a large cut into the side of a hill, a prob-
able fabrication and/or assembly building, extensive ditching, numerous
liquid storage tanks, and several other support facilities,
