Approx.. 50 nm NW of Sary Shagan, USSR 245 NO PIC/JB-71/60 DATE : 19 April 1960 COORD 46?25'N 72?451E (Approx.) This brief, the :result of a preliminary photographic analysis, identifies two adjacent probable SAM (surface-to-air missile) sites under construction, located at approximately 46?25'N/72?45'E, about 50 nautical. miles northwest of Sary Shagan, USSR. One of the two sites, which have a common fence, is in the mid/late construction stage and has an outside service road and six other service roads leading through probable launch positions. Dark areas on these six service roads sug- gest launch positions under construction. Positioned, at the center of the site is a probable guidance facility under construction. The other site, which is in an earlier stage of construction, has initial. grading on the complex network of service roads and in the probable guidance area,. These two sites are only a portion of a large- complex which will be :reported on in. a forthcoming brief. The positioning of two SAM sites adjacent to each other is inconsis- tent with operational SAM sites observed in the USSR. However, at the Kapustin Yar SA.M test facilities, there are two sites so ;positi.oned at the Troop Training Launch Area. NOTE: 'Because of the poor quality of base maps of this area and the scattered cloud cover on the photography, it is emphasized that the g-ographic positioning of these sites is only approximate at this time.
