1 . Identification and Location: 'Photography confirms the loc~.tion
of Plant 637 at E1'ban, about 34 nm southwest of Komsomol'sk. Plant 637
(Telegraphic Address ENISEJ) is subordinate to the Ministry of General
Machine Building and has been. suspected of .being an explosives plant
specializing in :rocket propellants .

apparent age of the explosives storage area located 4 nm northwest
of the plant,
5. Production: Although there are indications that Plant .~.=37 pro-
duced bombs and fuzes during World War II, ~
comparison of t is p ant with known, explosives plants of various types
shows that i.t most resembles those manufacturing propellants. Certain
charact;~ristics in the layout of buildings at the El'ban plant seem some-
what peculiar, perhaps due to the conversion: of this. plant from, the pro-
duction of other explosives.
