This memorandum is in response to a request for a detailed analysis of the Moskva Guided Missile Plant and Experimental Station (55-55N 37-48E; Soviet designation. NII Plant No 88) at Kaliningrad, USSR, 11.5 nautical miles north-northeast of Moscow. The request asks for a pre- cise layout of the installation and a description of new or altered plant build- ings and test stands, in order to determine whether the installation can support several different development programs and to facilitate interpretation of acoustic data. 2. The installation was most recently covered on KEYHOLE photography but the extremely poor quality of the photography precludes a detailed analysis. The photography does reveal two new areas -- a possible industrial area and a probable housing area -- as indicated on the enclosure. The possible industrial area is rail served and has a number of large build- ings. The probable housing area has a typically residential street pattern and building arrangement.
