Introduction Two probable missile launching pads, located within a maximum security area five miles south of Sevastopol' and two and one-half miles west of Balaklava, appear on photography of Th& triple- 25X1 D fenced enclosure in which they are situated lies. along the Black Sea coast, with a steep cliff on the. seaward side. The installation occupies an area of about t000 acres. It is about two miles inlength, acrid varies from- approximately one-half to one mile in width The throw fends, surrounding it are roughly parallel to each other, and about 75 feet, apart. It is not possible to determine whether the seaward side of the installa- tion is fenced. There are several small guard towers at intervals along the outer fence, as well as two guard buildings at each of the two entrances . What appears to be another guard building is located along the fence on the eastern boundary of the enclosure. In addition to the perimeter, three areas within the enclosure are also fenced. A road of only fair to good quality leads one and one-half miles south from the black-topped Balaklava-Sevastopol ' highway to the north entrance of the installation. Access from the west is by a coastal road which connects with other military installations in that direction. The existence of a missile site at this location would be significant because of the ;numerous strategic targets within range of such weapons (see Plate 1). Factors which preclude positive confirmation as a missile site, however, include the fact that the pads are probably earth- surfaced, that no launching racks can be identified, and that access roads to the installation are only fair to good quality. Functional Areas and Facilities Within the Installation A. Probable Launching Area (Area A, Plates 2, 3 and 4) This fenced area, located in the western portion of the instal- lation at an elevation of roughly 800 feet, is comprised of the following facilities. 1. Two Probable Launching Pads The two pads are ere- shaped, with an operating diameter of _ They appear to be 25X1 D 25X1 D earth-surfaced, but it is possible that they are still under construction. Around the center of each there seems to be a dark circular area in diameter. A dark line with a 116?35'/296?35' orientation radiates from the center of each pad. Small dark spots are distributed over each pad. The significance of these dark areas is uncertain, but the following are possible explanations. The dark center portions may be vertical support sections for missile launching racks. The dark lines may be either missile launching racks or shadows formed by slanted masts. The small dark spots may be burn marks caused by the firing of missiles at various slant angles and on various azimuths by a rotating missile launcher mounted on each pad. 2. Concrete Apron and Roads In the area between the pads there is a concrete apron from which concrete roads, with 25X1D no sharp turns, lead to probable storage and/or assembly Areas B (2900 feet east) and C (1400 feet northeast) . A branch road also leads up to each pad on the side opposite the apron. These roads do not appear to connect with the surface of the pads. Since the terrain falls away on the western and southern sides of the pads, the possibility exists that these roads may enter beneath the pads. The road to Pad 2 is probably concrete. The road to Pad 1 appears to be earth-surfaced but it is possibly still under construction. Three other vehicles, each are parked off the concrete apron to the northeast. An unidentified object long, resembling connected trailers, is on the branch road leading into the west side of Pad 2. 3. Probable Control Section Northeast of the pads there is a probable control section which includes the following: One earth-revetted bunker 45 x with a wing One partially revetted possible bunker One unidentified buildin Two vehicles, each Four possible -electronic devices, one of which is located outside the fence enclosing Area A. B. Probable Storage and/or Assembly Area (Area B, Plates 3 and 4) A fenced probable storage and/or assembly area is located in 25X1 D the north part of the installation. It includes a concrete apron feet, which consists in part of Two pitch-roofed 25X1 D probable storage and/or assembly buildings, each measuring Ox 45 25X1 D feet, and two small buildings or vehicles, one 25 x_and the other 25X1 D are located on the apron. A row of small unidentified objects extends along the east side of each pitch-roofed building. Adjacent to the north end of the apron is a building . In 25X1 D the east portion of the area, along the concrete road is a 25X1 D three-bay building Each end'bay measures- feet and 25X1 D the center bay is A row of small unidentified objects extends along the south side of this building. Probable Storage and/or Assembly Area (Area C, Plates 3 and_4) Within this area is a pitch-roofed building with a wing. Extending from the east end of this building is a possible blast wall or what may be an overhead crane about The building is on a concrete apron 1.10 x 60 feet, with space available for vehicle traffic around the south side of the structure. The center of each and of the main portion of the building is in direct line with a concrete road which connects with both ends of the concrete apron and provides access to Areas A and B. D. Probable Underground Storage Area (Area D, Plate 4) A probable underground storage facility is located within an old coastal artillery fort in the southeast corner of the installation. two guard buildings ( have been constructed at the fort entrance, but there is no evidence that the fort is presently used for coastal artillery. A good road of undetermined surfacing (probably not concrete), connects the fort entrance with the concrete road network leading to Areas A, B and C. A dirt road about connects the fort with Area E, a possible electronic site. Within the fort,track activity is' noted from the entrance to a cleared area in the southeast portion of the compound. A 60-foot-wide roof- covered, underground entrance or vehicle shed is on the southwest side of the cleared area. On the roof is an unidentified object which casts a shadow on the ground in front of the entrance. A rider - ground entrance is on the northeast side of the cleared area. Possible Electronic Site (Area E, Plate 4) A possible electronic site is located in the southwest portion of the installation in an area of approximately the same elevation as the probable missile launching area (Area A) . The site is connected to other parts of the installation by dirt roads 10 to The site appears 25X1 D to be made up of the following items: a building=15 feet, a possible 25X1D stick mast, a small unidentified object, three unidentified elongated objects each about in length, a light-colored object or mound of dirt, and an empty hole in the ground about F. Other Facilities Within the Installation A circular cleared area approximately 30 feet in diameter is located 340 feet southwest of Area D. A possible tower is located 620 feet southwest of Area D. Several probable small buildings are located 400 feet southeast of Area B. A building approximately _ feet and two small unidenti- 25X1 D fied objects are located about 100 feet north of Area B. A van or shed and a possible mast are located approximately 760 feet northwest of Area B. III. External Possibly Related Installations Numerous military installations and facilities are located within the Balaklava/Sevastopol' area. None of these can be definitely related operationally to the Missile Installation. One installation is of interest, however, primarily because of its proximity to the Missile Installation, and another because of its double security fence. An unidentified installation consisting of houses, administration buildings, a vehicle park and storage facilities is located on the coastal road approximately 2800 feet west of the west entrance to the Missile Installation. A double fence constructed surrounds it, and encloses an area of approximately 35 acres. The main road entering the fort leads directly into a probable underground entrance, which appears to be in current use.
