LENINGRAD, USSR
Lenmetallurgstroy is a large industrial installation located 12.8
nautical miles (nm) southeast of Leningrad and 2.7 nm northwest of
Kolpino. It lies between the Leningrad-Moscow and Leningrad-Mur-
mansk rail lines (see the map, figure 1). The low, flat terrain upon
which the installation is situated is crossed by drainage ditches that
empty into the rivers east and west of the plant. Figure 2is a plan view
of the local area, including two nearby plants (2 and 3) whose identity
has frequently been confused with Lenretallurgstroy (1) in observations
by rail travelers.

Interest in.Lenmetallurg:stroy has been increased by the marked
expansion in plant facilities since World WarLI; by its apparent ability
to produce the heaviest types of machinery, and by the possibility that
this plant is involved in the Soviet atomic energy program.
Construction of Lenmetallurgatroy is reported to have begun in
1935. photography (see figure 6) shows plant facilities
consisting of the main machine shop, the isolated separately-fenced
machine shop, the foundry, two boilerhouses, and four warehouses.
Steel girders, like those used to support overhead cranes, were h(eing
erected in the main machine shop, whichwas under construction. Work-
ersc housing consisted of a compact group of 16 H-shaped buildings
north of the production area.

stages construction and a fourth nearly finished. Thirty-three
single-story, ridge-roofed buildings had also been added adjacent to
the rail spur on the west side: of the plant. By all of
these buildings and the entire lei-shaped housing section had been des-
troyed by fire as a result of air raids. Though little building con-
struction was evident ,at that time, repair of damage to main structures
was under way.
photography (see figure 7) shows Lenmetal.lurgstroy
to be an impressive installation including nbie machine-shop-type
structures, a power plant, and a .steam plant as well as numerous
other facilities. Though the postwar rebuilding and expansionpro-
gram was still in progress in. _ ground photographs taken in
_ reveal that expansion of the main production units had appar-
antly been completed by that time. Construction under way in=
=appears related to increasing personnel services such as train-
ing, recreation, and housing, to enlarging administration and storage
facilities, and to improving transportation links.
For purposes of discussion facilities comprising this instal-
lation are grouped In the three following areas of activity: (1) the
Main Production Area, (2) the North Warehouse and Storage Area,
(3) the Main Housing Area.

The ,Main Production Area, which measures 5400 by 2700 feet over-all,
surrounded by a wall or solid wood fence. Installations within this en-
tre caaa,be classified in one of the following categories: machine shops,
a foundry, a thermal power plant, a steam plant, persowtel and admini-
stration facilities, and miscellaneous related and unidentified buildings..
A. Machine. S hop and Assembly Buildings
The most important production; units of the installation are four
d.a4hine-sp type buildings, Q-1, E, L, and M, situated near each other
in ,the west-central part of the Main Production Area. (figure 5). Largest
of these by far is building 0-1, whose over-all dimensions are 805 by
765fet. It is served by two rail spurs, at least one of which passes
through. P'uaaictionally, this br ildiaeg it divided into a single story, mosa.f-
tor-roofed, a.acliine-shop section served by overhead cranes and apparently
capable + f producing the heaviest types of equipment, and a long rectangular,
multistory assembly and office section at the northwest end. The machine

auxiliary shop, 2-Z, is rail served and has a 75-foot-high

structure, also appear to be associated with Q-1.

plan, area of approximately 1, 117, 000 square feet. Nearby are buildings
F-1, and F-Z, all of which appear to be used for storage of equipment
related to machine-shop operations. Building 10 is served by four drive-
-ways and, a rail spur. Building F`-2 is road served, and a rail spur which
runs parallel to and 65 feet southwest of F-I and F-Z terminates abreast
the south corner of F-2.
. The isolated machine shop, -buildixng 1-1, figure 3, is one of two
ajor structures that have retained their World War 11 size and shape.

Buildings E, 4, and M, though much smaller than Q-1, are similar

indicate that it is also being expanded. The location of the shop in a
separate enclosure indicates a specialized type of operation, possibly
testing, experimentation, or research. The name Lenkranstroy is
associated with this shop in collateral information. This shop is
served by road and rail, which extend into the machine shop and assem-
bly section of the Main Production Area. Two roads also provide
access to the Main FEousing and North Warehouse and Storage Areas.
B. Foundry
The foundry, building J, which is situated near the four machine
shops, appears the same as an =photography. Three 60-foot-high
stacks-along the southwest side and six smaller stacks projecting through
the roof at the southeast end indicate probable furnaces, three open
hearth and six electric, respectively. Powder stain on the roof around
a 35-foot-square vent signifies probable sand-blasting operations. Build-
ing B, constructed since World War II, is probably associated with the
steel-casting facility in the foundry. This building, which is served by
a rail spur, has two powder-like stains on the roof. Construction in
progress in the area between building B and the foundry suggests an ex-
pansion of these facilities. A partially enclosed storage area, C,
adjacent to building Y3, contains one large building and two small struct-
ures.
Power for production facilities is apparently supplied solely by
a newly constructed thermal power plant, G-2, adjacent to the machine
shops. This plant consists of a generator hall and boilerhouse with a
.single stack approximately 200 feet high, a coal storage area, and cov-
ered conveyors. Smoke was issuing from the stack at the time of _
photography. The power control and transmission 'station for the pro-
duction area may be situated northwest of the power plant in the area
designated G-1. Other features in the vicinity of the power plant in:-
cludes-a possible freight station midway along the spur track serving
G-l, and eight light-toned objects, probably parked vehicles, southwest
of the track. There are several small buildings in this area, which
appears to be used primarily for miscellaneous open storage.

The steam plant, northeast of building 0-1, shows little change
It coxasists of two main structures, P-1 and P-4, and two
_
smaller su,djtary structures, P-Z and P-3. This facility also includes
a small water reservoir and a If 0-foot-high stack. Overhead pipelines
extend from this plant to the nearby foundry and to building Q- 1.

Perso el and administrative facilities, all of -which are new
siaarce_ a?e located in the Maims: Production Area, near the main gate.
These facilities include a large multistory office building,N-1, a two-
win.pd, hip-roofed office building, 3-3, a4 bus station, 1-2, and a building
used for storage or as a. garage, 1-1. Three of these buildings overlook
a nearby landscaped mall.. Two other btLildihsgs, N-2 and 14-3, are in
'ly stages of cbnstruction.
E. Miacell.aineous and Unidentified Installatia"
East a-d southeast of 0-1, between the two rail spurs, are nine
buildings Probably used for storage. Stir farther east and southeast, an
i ter*l fence surrounds one large building, R-1, and 10 email structures.
A very adequate road system and a rail spur serve this enclosure.
In. the extreme western corner of the Main Production Area there
are three other unidentified buildings, H-1, H-Z, and a small square
structure. A light-toned area around H.1 indicates probable ground a cars
caused by vehicular traffic. There is Hi:tle evidence, however, of any
traffic to H-Z. The Z0-foot-square build ng is served by a road that ]aim
the main road.

there is a.. fenced area, measuring 1730 'by 1000 feet over-all, in which
there is construction under wary.
W. NORTH W EROUSE AND STORAGE AREA (NORTH AREA)
The most significant features of this area, which is located irnm.-
diaately north of the Main Production Area, are two secti containing

what may be storage tanks, Also included in this area are warehouses
and housing facilities.
Section 4 (figure 3) includes 34 of these possible storage tanks
:.and Section 8 has Z5. Those in Section 4 a.re estimated to be 25 to 30
feet in. diameter.and_19 feet high, and they are arranged primarily
in groups of four. Their unrevetted condition, dark-toned appearance,
and indistinct outline are not typical of oil storage tanks. Several more
of these possible storage tanks appear under construction in. Section 4.
In Section 8, the scattered distributionof those completed together with
nearby ground scars suggests the possibility that others may also be
planned there. North of the tanks in Section _4 there are three pitch-
roofed buildings measuring 110 by 45 feet each, and five smaller
structures, one of which is a drive-through building.
Section 3, which is located adjacent to Section 4, contains 12
buildings, the five largest of which are single-story, warehouse-type
structures each 11.0 by 45 feet. A possible overhead pipe 170 feet long
extends between Sections 3 and 4 and term" nates at the road which
serves the drive-through building. The purpose of this pipeline is not
evident from the photography. The only access to the separately-fenced
area comprising Sections 3 and 4 is by the drive-through building.
Section 2, which lies outside the perimeter fence, is mainly
workers' housing. It includes 10 hip -roofed, barracks-type buildings
and several associated structures. . Sections 5, 6 and 7, in which a
110 by 45 foot warehouse-type structure predominates, appear to be
used primarily for storage purposes.
Additional housing facilities (not shown on accompanying graphics)
consisting of 12 barrack-type structures 12.0 by 45 feet each, and
approximately 5.6 single-family residences located east of the North
Warehouse .ana Storage Area and between the spur track and main road.

IV. MAIN HOUSING AREA
The Main Housing Area (figure 4), located just north of the
Leningrad-Murmansk rail lines, consists of modern multistory,
apartment-type buildings, approximately 180 single-family resi-
dences, a training or recreational facility, and a steam plant.
Facilities in this area have been constructed since World War II,
and both the apartment-type buildings and the training and recre-
ational field were b:.Ang expanded at the time of _photography.

V. CONCLUSIONS
Photography' confirms that Lenmetallurgstray produces steel ingots
and manufactures heavy steel castings and heavy machine parts and vvfufp*
meat. These might include comp rents for some aspect: of the Soviet
atomic energy program. Structural characteristics of the main product.*
ion units and the lack of a large water supply and water atment facilities
preclude the possibility of fissionable materials being handled in this plant.
