It will continue to be published bimonthly in this new format. Dissemination of the report was previously limited to holders of the DWG report, Soviet Surface-to-Surface Missile Deployment. Because the information contained herein is both supplemental and self-sustaining, distribution will no longer be limited to holders of the above report. The current format provides a comprehensive, ready reference listing of all ICBM, IRBM, and MRBM deployment locations, types of site configurations, photographic references, estimated construction and operational status, and other evaluations of the DWG. Additional data may be added to future revisions. 25X1 Approved For~~~aA~~9/ - 0100~~~1 25X1 Approved F~~eler~s~/ Approved F~~~ele~~~2Q.0,3/0 0~(~~0006-0 Approved Fo~a0 25X1 This report is the seventh revision of Evaluations of Soviet Surface-to-Surface Missile Deployment preparedby the Deployment Working Group of the Guided Missiles and Astronautics Intelligence Committee. The sixth revision, dated 1 April 1963 and disseminated under con- trol number should be destroyed in accordance with existing in- structions for handling ma- terial. (~9/ ~tas provided additional information on the construction timing and pace of the Soviet missile deployment program which is reflected in the estimates and operational status shown in Tables 2 and 3. A new ICBM complex with one hardened launch site has been identified near Olovyannaya in the Soviet Far East, bringing the total number of deployed complexes to 18. A total of 76 ICBM sites (150 launchers) has been identified to date at these 18 deployed com- plexes. Of this total, about 108 are con- sidered to be operational. See Figure 1 for locations of deployed ICBM complexes. Four basic ICBM launch site configurations (see Figure 2) have been identified and are char- acterized as follows: Type I - A soft site with arail-served pad similar to Launch Complex A or B at Tyura Tam. To date,, this type has been observed only at Plesetsk. Type II - A soft site with two road-served pads similar to' the original Launch Complex C at Tyura Tam. This type was first observed at Yurya and subsequently at 11 other locations. There are two basic modes of this type.* *The USAF, DIA, and NSA members of GMAIC believe that there are three configurations of this type, and all have similar, common identifying characteristics. They assert that the Type IV site listed above is the third mode of the Type II soft, road-served site. Type III - A hardened site observed at Launch Complex D, Tyura Tam, and at ten confirmed ICBM complexes. It is more likely that this type of site contains three launch silos than the two previously reported. Neither the degree of hardening nor the depth of the silos can be determined from available pho- tography (Figure 3).** Type IV - A soft site consisting of two road-served launch pads. This type was first observed at Tyumen and subsequently at three other confirmed ICBM complexes. It differs from Type II sites as follows: (1) the pad separation is between 800 and 870 feet instead of 980 feet; (2) the drive-through ready build- ing is smaller (130 by 115 feet) and is located within the loop road pattern; (3) there is a prominent "plus" configuration located at the rear or side of the launch site at most of the sites under construction; its purpose has not been determined; small buildings are located on three legs of the "plus" ar some of the sites; and (4) the four buildings located along the center road between pads at Type II sites are not apparent at these sites. Good-quality photography reveals that de- ployed Type III ICBM sites and Complex D at Tyura Tam contain three silos. From photography it is judged that two silos are in fact launch silos but the function of the third silo cannot be positively determined. evidence reveals that a launching exercise at Tyura Tam on ~ in- volved an attempt to launch three missiles within a period of 9 minutes and 56 seconds. The first and third missiles were successfully launched while the second launching was either canceled or the missile failed early in flight. While the missiles could have been launched from more than one Tyura Tam launch area, we believe that the exercise was probably designed to test an operational mode rather than the mere ability to launch three missiles within 10- minute period, and that an attempt was made to launch all three missiles from the same site. We believe that it is more likely that this exercise was conducted from the pro- totype Type III site at Area Dl than from the soft pads at Complex C, or the uncompleted hardened facility at launch Complex F. 25X1 Launch Site C Type II (Mod ?) Launch Site I Type II (Mod ?) is t e location of an ICBM complex which includes 4 completed launch sites; two are hardened Type III sites, and two are soft Type II sites. This is the first known flight between Tyura Tam and the Yedrovo area and suggests the involvement of personnel stationed at the Yedrovo ICBM complex with the unusual launching exercise. Therefore, considering all evidence, we conclude that a Type III launch site more likely contains 3 launch silos than the two previously reported.* *The Navy member does not concur in the level of confi- dence expressed in the conclusion that the firings on ere from Area D1 and were designed to test an oper- ational mode. The Navy member believes it equally pos- sible that these firings involved more than one launch area at Tyura Tam. The final analysis of evidence on the firings may further support this view. The photo- grap ~c evidence reveals a number of features which are inconsistent with a conclusion that these sites contain three launch silos. Analysis to date indicates the third silo at these sites is different from the other two and may have a function other than launch. Therefore, the Navy member reserves to the wording of the above three para- graphs and concludes that it is just as likely the Type III ICBM sites contain only two launch silos. J (NOTE: Launch Site C, Yedrovo, has been reassem- bled at a Type III site as a result of0 25X1 Of the eight new sites identified, six are Type II sites of an undetermined mode. A preliminary analysis indicates that their con- figuration resembles a combination of C2 and C3 at Tyura Tam. Until a detailedphotographic analysis is completed, the six launch sites will be listed as Type II sites of an undeter- mined mode. A preliminary analysis indicates that Omsk Launch Site A, a hardened site, is different from hardened Type III sites and may be re- lated to Launch Area F at Tyura Tam. Pending receipt of further evidence we will continue to carry Omsk Launch Site A as a Type III site. as a result of nd is now judged to be only a possible site.
