INTRODUCTION 25X1
The following PI analysis and evaluation is based on an
report dated 13 December 1963 and forwarded to NPIC with 18 unanno a e prints
covering 3 areas of activity in the Ngiti (29?32?N 94?22?E) m Chomo Dzon 29?39?N 25X1
94?16?E) G Nyanglu (2954?N 94?03?) area. TALENT Mission

Due to the relative inaccuracy of maps covering the area, all coordinates in
this report are approximates AMS Series 1301, Sheet NH46, 1st ed - AMS2, 1945,
scale 1.-1,0009000 (U) was utilized,

or UTM coordinates were given to aid in the general locatio the areas. No photo
data (Mission number, date, etc) or Mission track to aid photo orientation was

In the 0 report, barracks were listed together whereas they should be listed
separately and all buildings should be keyed to line drawings. Subareas within
the 3 main areas are not delineated precisely enough on line drawings,
PHOTOGRAPHIC EVALUATION
1. NGITI AREA
Areas annotated as camps 49 5 and the walled portion of camp 3 are military,
The remaining 2 areas appear to be associated with local industry, The 3 military
areas contain a total of 18 barracks, 3 administration buildings, 8 storage buildings
or sheds, one mess hall, 17 support buildings or sheds and a basketball court, The
area 600 yards to the west is a weather station containing 2 instrumentation masts,
3 barracks-type buildings, 3 storage buildings (one is under construction) and 3 sup-
port buildings, The areas at Ngiti have facilities capable of housing approximately
1,500 troops (based on 33.6 square feet per man, the figure used for estimating
Chinese troop strength),
2 e CI IOMO DZONG AREA
The 3 areas at Chomo Dzong appear to be military, They contain a total of 37
barracks, one probable barracks under construction, 7 buildings probably used as
housing or quarters, 13 administration buildings, 90 storage and support buildings,
and 3 medium and 40 small tents. Twenty-seven cargo trucks and numerous pieces of
unidentified materials/equipment were observed within the areas. The total troop

capacity at these camps is estimated to be approximately 2,8004

A total of 5 military camps were reports Based on the 25X1
photography provided, only one small area appears to be military, It is a rest
and refuel point consisting of a walled area with 3 storage buildings and probable
POL drums in open storage and an adjacent barracks and storage area with 2 ,probable
barracks, 6 storage buildings, and one small support building. One cargo truck is
visible in this area. A large possible military area under construction to the east
of the rest area contains 8 barracks-type buildings in various stages of construction,
2 probable administration.buildings under construction, 6 barracks or storage build-
ings, approximately 25 miscellaneous storage or support buildings or sheds, and
approximately 25 small tents The other areas visible on the photography appear
to be-associated with workers' housing, local industry and agriculture. The
estimated troop capacity of the rest area is approximately 1000 The possible
military camp will have-an estimated. troop capacity of approximately 1,500 when
completed,
CONCLUSIONS
Suitability for photographic interpretations of the photography, as 25X1
provided, varies. The.vertical prints are larger in scale t on TALENT photography
but resolution is not quite as good., Resolution of the oblique photography is
poor, making interpretation very difficult, The area of coverage on a single frame
of TALENT photography is also much greater allowing more ease in photo orientation,
NPIC interpretation of the individual areas varies from the 0 report, Many2 5X1
of the sutmareas do .not .appear military. In areas in which there is agreement as
to a military function the estimates of troop capacity vary widely. NPIC estimates
the maximum troop strength in these 3 areas to be 5,900, the 25X1
estimate is 12,8000
