A previously observed but hitherto uniden-
tified installation located 1 nautical mile west-
southwest of Chang-hsin-tien, China, and ad-
jacent to the Peiping 1st Armored School, is
identified as the Yung-ting Machinery Plant.
This plant, which has the code designation 618
Factory, probably produces and/or repairs
tracked armored vehicles and farm tractors;
however, its proximity to the Peiping Rocket
Engine Test Facility and the presence of anew-
ly constructed section of the plant containing a
large fabrication/assembly-type building sug-
gest that the plant may be associated with the
Chinese missile program.
The Yung-ting Machinery Plant is located
at 39-49N 116-10E (Figure 1), approximately
1 nautical mile (nm) southwest of the town of
Chang-hsin-tien, China, and approximately 1.5
nm east of the Peiping Rocket Engine Test Fa-
cility, Chang-hsin-tien I
The city of Peiping is approximately 9 nm Mort -
east of the plant. Nearby installations (I igure
2) include the Peiping 1st Armored School,
Chang-hsin-tien
Petroleum Product Storage, Kang Wa
the Chang-hsin-tien Locomotive
and Rolling Stock Plant
the Military Barracks Area, Nan-ying; t i -
itary Barracks and Depot, Chang-hsin-lien; a
probable armored school; and 2 driver-training
and vehicle test tracks. Also in the ar(?a is a
reservoir which occupies a portion of the site
of the abandoned Chang-hsin-tien Ammunition
Depoti
An analysis of numerous collateral reports
shows that the Yung-ting Machinery Plant is al-
so known by the Chinese under the code designa-
tion 618 Factory and is located south of Chang-
hsin-tien near an armored school and tank train-
ing area. The plant was formerly associat.~d with
the Chang-hsin-tien Locomotive and lolling
Stock Plant which continues to manufactur_~ loco-
motives. The Yung-ting Machinery Plant is re-
ported to repair armored vehicles and tanks, in-
cluding the Soviet T-34, and to produce farm
tractors.

older of the sections is adjacent to the northwest
side of the Peiping 1st Armored School, Chang-
hsin-tien (Figures 2, 3, and 4), and the newer
section is immediately north-northwest of the
older section. A narrow strip between the sec-
tions contains a diverted stream or ditch and
also a road which connects a separately secured
section of the 1st Armored School west of the
the plant with a driver-training and vehicle
test track east of the plant (Figure 4). The
Chang-hsin-tien Locomotive and Rolling Stock
Plant is immediately east of the test track,
and on the western side of this plant (adjacent
to the test track) is located an area of recent
plant expansion (Figure 4).
The site occupied by the older section of the
Yung-ting Machinery Plant was a barracks and
storage area when observed~ubsequent-
ly, the barracks and storage facilities were re-
moved, and the older section of the machinery
plant which was built on the site has shown al-
most no change since first observedi

and dimensions of the major buildings are shown
on Figure 4. The main production and/or repair
facilities probably consist of 6 monitor-roofed
shop buildings in the northern end of the section
(Figure 3). Two of these buildings (items 7 and
8, Figure 4) are near a rail spur serving 4 on/
off loading and storage buildings. Arail-served
steamplant is in the northernmost corner of the
older section, and an apparently older heat and
powerplant is in the western part of the section.
Small support and storage buildings and ahous-
ing and support area occupy the remainder of
this older section.

tinued ground scarring indicated that the newer
section of the plant was not operational it that

2 adjoining gable-roofed structures (item 3),

at the site of the future substation in the torth-
west extremity of the newer section appeared
to be in the early stages of construction. No
security was visible, and temporary , ccess
roads converged from several directions.

The main section of the 1st Armored School
contains a large administration building, nume
ous classrooms, barracks, support, and mes-
ing buildings, and a firing range. A separately
secured section approximately 1,500 feet to the
northwest (immediately west of the Yung-tiiig
Machinery Plant) contains 6 vehicle sheds, a
small heat plant, a messhall, and other person-
nel and vehicle support buildings

School to the nearby driver-training and vehicle
test track and within the test track itself.
CHANG-HSIN-TIEN
LOCOMOTIVE AND ROLLING STOCK PLANT
The Locomotive and Rolling Stock Plant has
shown little change

of expansion on its southeast corner where a
large probable rolling stock production or repair
building (item 9, Figure 4) and a steamplant were
under construction IThe area
immediately surrounding these buildings ap-
peared scarred and probably contained con-
struction materials Iwhen

also showed well-defined service roads.
The Yung-ting Machinery Plant has received
an addition of more than 350,000 square feet of
roof cover in the separately secured newer sec-

p eted earlier. A possible tank/SP gun and rows
of vehicles have been observed within the plant
which is adjacent to an armored school and a
vehicle test track. This evidence, togetherwith
collateral reports indicating that the plane pro-
duces farm tractors and repairs tanks and ar-
mored vehicles, supports the conclusion that the
Yung-ting Machinery Plant probably produces
and/or repairs tracked armored vehicles and
farm tractors.
The Peiping Rocket Engine Test Facility
is located 1.5 nm west of the Yung-tint. Ma-
chinery Plant. The test facility contains stands
and support buildings for testing large rocket
engines; however, an extensive related mis-
sile production installation has not been posi-
tively identified. The construction of a large
fabrication/assembly building in the newer sec-
tion of the Yung-ting Machinery Plant during
the same time span as the construction of the
Peiping Rocket Engine Test Facility suggests
a possible association of the Yung-ting Ma-
chinery Plant with the Chinese missile pro,,,rram.
