The general relief ranges between 1,650 and 1,950 feet and, although some agriculture is carried on in the area, much of the surrounding countryside is forested and several of the launch sites are heavily wooded. Geologically the area is underlain by simply folded sedimentary rocks, probably sandstones and shales, which in each case are located within a relatively few feet of the surface at the launch areas. This would seem to indicate that at this complex the Soviets have chosen to construct these silos in bedrock rather than in the more shock absorbing unconsolidated materials such as the sands and clays of an intermountain basin. The complex consists of a complex support facility, a rail-to-road transfer point, and 6 single-silo launch areas, all under construction. It was first identified on photography of- on which construction activity can be noted at the complex support facility and Launch Areas, B, D, and F. The entire complex can be negated on photography of In contrast to other known single-silo complexes, where con- struction equipment has been moved to the sites along unimproved existing roads or across open terrain, some effort apparently has been made at the Uzhur complex to improve exist- ing roads leading to several of the construction sites. All of the launch areas appear to have certain common features. Each launch site contains a square, or nearly square, excavation flanked on opposite sides by earth mounds. In most cases spoil from the excavation is used to construct an apparently level earthen rectangle on the northwest side of the ex- cavation, with its long axis oriented approx- imately on the center of the excavation. Op- posite this rectangle, on the southeast side of the excavation, is a smaller nearly square area which is sometimes prepared by means of an earth cut. These rectangles and squares possibly will serve as missile-handling ramps and open silo-cover positions, respectively, when site construction is completed. Removed from each of the silo excavations, at distances varying from approximately 0.2 to 0.7 nm, is a group of buildings connected with the launch site by road or trail. This group consists, characteristically, of 2 relatively large rec- tangular buildings and several smaller build- ings or sheds. Adjacent to the large rec- tangular buildings at 4 (possibly 5) of the launch areas is an additional group of 4 or 5 small aligned structures. The orientation and distances between launch areas are shown in Figure 2. The complex support facility (55-17N 89- 49E) adjoins the town of Uzhur on the south. It consists of a railhead and storage area, an administration area, and a number of hous- ing or probable housing areas (Figure 3). The facility is not secured entirely, but ac- cess to certain portions has been restricted by fencing. A branch from the Achinsk- Abakan rail line serves the facility, and road service is provided by the extension and/or improvement of previously existing roads in the vicinity. Extensive open ditching through- out the facility, with its origin in higher ground to the northwest, suggests that an independent water supply is being developed. It contains 2 rail spurs and a third track which extends south and west to the rail-to-road transfer point. When completed, trackage within the area will total approximately 4,000 feet. There are 22 build- ings in the area, including a very long one under construction. Security fencing is under construction around the motor pool/vehicle park in the northwest corner of the area. The administration area, consisting of a large U-shaped building and 11 smaller build- ings, adjoins the railhead and storage area on the southwest. Three or 4 storage tanks are under construction just south of the admin- istration area. The main housing area, located at the northwest extremity of the complex support facility, is enclosed by a fence (probably board). It contains 13 housing-type buildings (includ- ing 1 under construction), 8 other buildings, 14 probable tents, and 6 small shed-like struc- tures. It consists of a multistory apartment- type building and 2 others under construction, with excavations for 3 more underway. Another probable housing area, located east of the main housing area and north of the railhead and storage area, contains a large possible duplex- type building and an excavation of the same size, and 10 smaller possible single-dwelling- type buildings. Several buildings of undetermined function, including 1 under construction and 3 in the foundation stage, are located at the western extremity of the complex support facility. A rail-to-road transfer point (Figure 4) is under construction 3.0 nm west of the complex support facility. Construction ac- tivity was first observed at the transfer point in and it can be negated on photography of Mis- sion Clearing and grading are nearly complete, but the configuration of the transfer point is not yet well defined. The rail and road approach each other almost at a right angle, and the clearing of vegetation west of their projected intersection has been accom- plished. Construction of the actual transfer facilities has not been started. Launch Area A (Figure 5) is located 4.3 nm northwest of the complex support facility. There was no evidence of the launch area in and it was first observed in a midstage of construction in The area can- not be negated on cloud-covered photography The single-silo launch site is in a mid- 25X1 D 25X1 D ' I.'CS-80178/65 stage of construction and is enclosed by a probable security fence, and bounded on 3 sides by rising terrain. It contains an exca- vation about 120 by 115 feet, with a silo coring which has a diameter of approximately .feet. The smaller of the characteristic mounds at this site is an earth cut 150 by 70 feet, and the larger rectangular mound is a spoil pile 270 by 100 feet. The silo coring and the long axis of the rectangular mound and the center of thare mound are aligned on an azimuth of W degrees. udegrees. A ringlike object, -feet in diameter, was observed on the smaller mound in (Mis- 25X1 D 25X1 D sion There are also 5 small, probably 25X1 D temporary, sheds within the launch site and a probable security building near the entrance. Approximately 2,700 feet west of the silo coring is an area of construction activity which is connected with the launch site by a graded road. It includes 2 large rectangular buildings, 1 of which is under construction, 2 buildings about 70 by 25 feet, 5 small sheds under construction, and a group of 5 aligned un- identified structures. Four of the 5 structures are evenly spaced, but the fifth is somewhat removed from the others. A probable ground scar connecting the 5 aligned structures ex- tends along their east side--the side nearest the launch site. Launch Area B (Figure 6) is located 6.1 nm west of the complex support facility. Spoil has been piled on the northwest side of the excavation and, when completed, this apparently will be a rectangular graded area level with the top of the silo. Southeast of the excavation is a smaller, more nearly square graded area. The long axis of the spoil pile, the silo excavation, and the center of the squared area are oriented on an azimuth of =degrees. Three buildings, probably related to construction activity, are located near the excavation. No security fencing has been identified at this launch site as yet. Approximately 1,000 feet west of the silo coring is a long, narrow excavation with an unidentified piece of equipment along its south- ern side and a spoil pile just to the east of it. Track activity connects the excavation with the launch site, and ground scarring extends to a building approximately 600 feet to the west. A group of 2 large rectangular buildings and several smaller structures under construc- tion is located approximately 1,900 feet west of the launch site. A similar pair of buildings and associated structures can be seen at each of the other launch areas of the Uzhur complex, and at each of the launch areas at the Aleysk and Dombarovskiy complexes. Although build- ing orientations and distances from the launch sites vary considerably, the general similarities suggest an operational rather than a support function for these buildings. A faint trail leads 1,300 feet west from the vicinity of the rectangular buildings to a fenced compound with a single building near its center. Although construction of this compound was the first activity identified at Launch Area B, its function has not been determined. Approximately 3,000 feet northwest of the launch site is a possible mast situated in a clearing on the side of a hill. Track activity extends to the southeast approximately 1,300 feet from the clearing to connect with the launch site access road. Launch Area C (Figure 7) is located 9.0 nm west-northwest of the complex support facility. There was no evidence of the launch area in 25X1 D 25X1 IS it was first observed in a very early stage of construction in The area was cloud covered on earlier pho- tography in but had progressed to a midstage of construction by The terrain slopes generally upward on 3 sides of the nearly square single-silo launch site, which is enclosed by a security fence approximately 900 feet on a side. The silo excavation, smallest of those at the Uzhur complex, is approximately 70 by 60 feet and contains a coring approximately _ in diameter. The characteristic rectangle and square on either side of the excavation are cuts into the sloping terrain rather than spoil piles. The smaller area is 120 feet square, and the larger 270 by 105 feet. There is 1 shed-type building within the launch site, and a probable building 35 by 20 feet near the entrance. An area of construction activity 4,200 feet east of the launch site contains the char- acteristic 2 large rectangular buildings, 1 of which is under construction. Nearby are 6 unidentified structures, 5 of which have an alignment resembling a similar group of struc- tures at Launch Area A. The sixth structure at Launch Area C has a different configuration than the others, and is not connected with the others by the probable ground scar extending along their west side--the side nearest the launch site. Con- struction activity was first identified in an early stage in and the area can be negated on photography of the silo excavation had not been started, but initial construction of buildings was underway. The launch area was cloud covered on pho- tography of _and construction of the silo excavation was first observed in The launch site is in a midstage of construction on the latest usable coverage of the area in The single-silo launch site is situated in a small clearing adjacent to a dirt road. No security fencing has been identified. The silo excavation is approximately 140 by 115 feet, with a coring approximately in diameter. The characteristic graded square mound is evident southeast of the excavation, but the rectangular mound is only a partially formed spoil pile northwest of the excavation. The square mound and the silo coring are oriented on an azimuth of -degrees. There are 2 small buildings, 1 adjacent to a scarred area, northeast of the silo coring and near the site access road. Approximately 4,400 feet north-northeast of the launch site, on the west side of the access road, are 3 buildings, a probable lattice tower, and an unidentified object. The 2 characteristic large rectangular buildings are included among the 3, but the associated group of aligned structures observed at Launch Areas A and C is not present at this launch area. nm southwest of the complex support facility. The silo excavation is approximately 140 by 115 feet, with a coring approximately in diameter. The large rectangle on the northwest side of the excavation appears to be an earth cut, and the small flat-topped, nearly square, mound on the south- east side has been constructed of spoil from the excavation. The silo coring and the long axis of the rectangle are oriented on an i 25X1 D 25X1 D W 25X1 D a azimuth of =degrees. Only 1 possible 25X1[" building is located within the launch site, about 300 feet southwest of the excavation. A partly fenced area of construction activity approximately 4,000 feet northeast of the launch site contains I large rectangular building, 1 probable rectangular building, a smaller build- ing, and several unidentified structures. Mono- scopic coverage of this area in-(Mis- 25X1 C. sion_ revealed 4 small sheds or mound- 25X1 D like objects aligned near the east side of the security fence. The launch area was first identified in an early stage of construction in The single-silo launch site, partly enclosed by a possible security fence, is in a midstage of construction. The silo excavation, approx- imately 150 by 145 feet, contains a coring about Min diameter. The characteristic rectangular and square mounds on either side of the excavation consist of spoil at this launch site. The long axis of the rectangular mound, the silo coring, and the center of the square mound are oriented on an azimuth of - degrees. A clearing containing a roughly cross-shaped, dark-toned object of undeter- mined function is just northeast of the ex- cavation. A number of small construction- type buildings are also located near the launch site. A group of buildings similar in appearance to those seen at the other launch areas of the complex is under construction approximately 2,700 feet south-southeast of the launch site. Included in the group are 2 large rectangular buildings (1 under construction) oriented at an approximate right angle, and 2 small square structures aligned with a narrow rectangular building. 2 additional small square un- identified structures were located where the narrow rectangular building now appears, in- dicating that the larger building is constructed over and connecting the smaller structures. Another narrow rectangular building may be expected to cover and connect the 2 remain- ing small square structures. This config- uration would differ from those at the other launch areas of the Uzhur complex, but would be very similar to those at the Dombarovskiy complex. The significance of the large borrow pit approximately 0.6 nm east-southeast of the silo excavation has not been determined.
