This report is one in a series on Soviet Ground Force and Logistic
installations being prepared for a DIA/CIA Panel. The series is being
coordinated, published and disseminated by NP IC. The photographic
analysis is being performed by the NPIC Photographic Analysis Group,
the CIA Photographic Intelligence Division (NPIC), and the Production
Center 1Pla (DIA). The photographic analysis for this particular re-
port was performed by the Production Center 1Pla.
In the interest of uniformity, the titles and letter designators for
the facilities observed at these installations are identical with those
appearing in the project requirement. When a specific facility is not
observed both its title and letter designator are omitted in the report.
Titles and letter designators for the various facilities are as
follows: (A) railroad service, (B) road service, (C) landing strips,
(D) administrative and troop housing areas, (E) storage areas, (F) am-
munition storage areas, (G) POL storage areas, (H) other buildings and
facilities, (J) equipment storage /maintenance areas, (K) athletic fields,
(L) small arms firing ranges, (M) driver training areas, (N) tank/
assault gun firing ranges, (P) flat trajectory firing ranges, (Q) artillery
emplacements (batteries), (R) infantry or combined arms field train-
ing areas or courses, (S) special training facilities, (T) unidentified
facilities or tracking activity.

The Jagala Barracks and Training Area is
located approximately 27 kilometers (km) east
of Tallinn and 10.6 km northwest of Kehra
(Figure 1).
The installation covers approximately 175
acres and contains 144 buildings including 6 bar-
racks/administrative, 5 vehicle maintenance/
storage, 7 storage, 58 support, and 68 quarters-
type (Figures 2 and 3).

of the installation; however, the 1964 photog-
raphy indicates only limited activity in a small

stallation at this location is believed to be
military.

Administration and Troop Housing Area
Area D contains an I-shaped multistory ad-
ministration building, a T-shaped administration
building, a C-shaped multistory barracks/ad-
ministration building, 3 barracks, and 7 support
buildings.
Area E contains 3 large and 4 small storage
buildings and 18 support buildings.
Area Hl contains 23 support buildings and
a possible water treatment plant.
Area H2 contains 68 quarters-type buildings
and 2 support buildings.
Equipment Storage/Maintenance Area
Area J contains a 190- by 50-foot vehicle
maintenance building, 4 vehicle storage buildings
(285 by 35 feet, 150 by 45 feet, 215 by 35 feet,
and 100 by 35 feet), and 8 support buildings.
Athletic Field
Area K is an athletic track.
Driver-Training Area
Area M is a figure- 8 driver- training course.
Special Training Facility
Area S is a bivouac area with 7 tents.
Ground scars indicate the area has limited usage.
