An explosives and ammunition plant is located 2 nm NE of
Nizhniy Tagil. The plant, which is heavily secured by a wall,
a cleared perimeter and patrol road, and a probable outer fence
consists of an eastern area and a western area.
The eastern area contains I large and 18 small buildings,
all of which are revetted. The facilities in this area proba-
bly produce primers, detonators, and other types of sensitive
explosive devices.
The western area contains approximately 55 buildings, in-
cluding 6 large revetted production buildings, 12 small revet-
ted buildings, a loading line building, and a steamplant.

A 15- by 1-nm test range, oriented E/W, is located 7 nm
south of the plant and may serve as a test facility for muni-
tions produced at the plant. It is interpreted as a range
where small tactical rockets may be tested.
