This report is one in a series on Soviet Ground Force and Logistic
installations being prepared for a DIA/CIA Panel. The series is being
coordinated, published and disseminated by NPIC. The photographic
analysis is being performed by the NPIC Photographic Analysis Group,
the CIA Photographic Intelligence Division (NPIC), and the Production
Center iPla (DIA). The photographic analysis for this particular re-
port was performed by the CIA Photographic Intelligence Division
In the interest of uniformity, the titles and letter designators for
the facilities observed at these installations are identical with those
appearing in the project requirement. When a specific facility is not
observed both its title and letter designator are omitted in the report.
Titles and letter designators for the various facilities are as
follows: (A) railroad service, (B) road service, (C) landing strips,
(D) administrative and troop housing areas, (E) storage areas, (F) am-
munition storage areas, (G) POL storage areas, (H) other buildings and
facilities, (J) equipment storage /maintenance areas, (K) athletic fields,
(L) small arms firing ranges, (M) driver training areas, (N) tank/
assault gun firing ranges, (P) flat trajectory firingranges, (Q) artillery
emplacements (batteries), (R) infantry or combined arms field train-
ing areas or courses, (S) special training facilities, (T) unidentified
facilities or tracking activity.

Korsakov Petroleum Products Storage
Pervaya Pad is located 5 kilometers (km)
north of the center of Korsakov (Figure 1).
It is probably utilized for general stor-
age rather than petroleum storage since there
is no evidence of POL tanks or open storage.
This installation covers approximately 230
acres and contains an administration building,
a barracks, 10 quarters-type housing units, 19
storage buildings, 4 unrevetted explosives stor-
age buildings, a vehicle shed, and 29 support
buildings (Figures 2 and 3).
The installation was covered by
missions of interpretable quality from
Comparative
analysis indicates that the explosives storage
area and 4 storage buildings were constructed
prior to The remaining buildings
were constructed byl The overall
level of activity during the period observed
was light.
Railroad Service
A spur from the Korsakov-Yuzhno Sa-
khalinsk rail line possibly serves general stor-
age area E2.
Secondary, probably all-weather roads
interconnect the areas and connect with the
Korsakov-Yuzhno Sakhalinsk highway.
Administration and Troop Housing Area
Area D contains an administration build-
ing, a barracks, 10 quarters-type housingunits,
and 7 support buildings.
General Storage Areas
Area El is a probably secured area con-
taining 5 storage buildings and 7 support build-
ings surrounded by a firebreak.
Area E2 contains 14 storage buildings (one
under construction) and 10 support buildings par-
tially surrounded by a firebreak.
Ammunition Storage Area
Area F is a probably secured area con-
taining 4 unrevetted explosives storage build-
ings surrounded by a firebreak.
Other Buildings
There are 4 additional support buildings
within the installation.
Equipment Storage/ Maintenance Area
Area J contains a 180- by 20-foot vehicle
shed and a support building within a walled
compound.
