The mines consist of several open pits 25X1D in conjunction with underground activity. The waste piles have been expanded slightly since A large housing 25X1D area, 4 large support buildings, and an explosives storage area are associated with the mines. Possible security checkpoints are located along the 2 road entrances. The road leading north extends to a large industrial 25X16 plant area under construction (first reported in the MCI for centered at 27-3 N 115-52E- A newly completed rail spur,. approximately 60 nm long, ends 1 nm east of the plant area. Rolling stock, a turning wye, and an overhead loading trestle are identifiable at the plant area; a large graded area is indicative of future construction. Already evident are 2 prominent monitor-roofed buildings, 1 administration building, a steam/power plant, a substation, electric-power poles, and numerous housing support buildings of various types. The area has been substantiated as favorable for the occurrence of uranium. Because of the rail connections, and their association with the mining activity, the plant under construction is suspect as a uranium-ore processing mill. A probable arch-roofed building is under construction alongside this excavation, and 3 large administration-type buildings and 2 barracks-type buildings have been constructed north-northwest of the site, adjacent to the transfer point. Although there is no firm evidence as yet, Uzhur Launch Area S and a suspect excavation near the Dombarovskiy ICBM Complex Transfer Point may presage a similar development at Type IIIC complexes. (TOP SECRET RUFF) The following missile electronic installations were identified from 25X1D during a search of the Baku area, USSR: A large "Ukraina-type" revetment is located adjacent to 25X1A the south side of Baku SAM Support Facility 2 (40-20-30N 49-47-20E), The area, not present on photography 25X1D is separately secured and 25X1 D contains a secure y ui ing, possible vehicles, and the "Ukraina-type" revetment. A road branches from the revetment service road, passes through the security fence, and terminates in a loop immediately south of the secured area. A completed, unoccupied SA-3 SAM Site is located 61.5 nm SW of Baku at 39-38-10N 48-59-40E. The site was not present on photography of A probable TALL KING radar site is located 3 nm east of Salyany, USSR and 61.7 nm SW of Baku at 39-37N 49-03E. An area containing 2 occupied radar mounds and 5 support buildings is located 1 nm to the north.
