the continuing search of KEY-
HOLE missions for missile-related activity in
the vicinity of the Shuang-cheng-tzu Missile
Test Center (SCTMTC), China (Figure 1), re-
vealed 2 probable surface-to-surface missile
training sites north of existing launchfacilities.
These sites were designated numbers 1 and 2.
Three other sites were later identified that had
at least a superficial similarity to numbers
1 and 2; numbered 3, 4, and 5 for reference
purposes, these sites also were continued under
surveillance for activity which would confirm
or negate their roles as training sites.
Unidentified 'construction activity was ob-
served at Sites 3 and 5 in early I land this
activity has continued at both sites through

Site 3 is located at 4 I -51N 100-341:, approxi-
mately 56 nautical miles (nm) north-northeast
of the SC I'MTC main support base, and Site 5
at 42-18N 101-071:, approximately 88 nm north-
east of the base and about 1(1 nm south of the
Mongolia-China border. The primary differ ncc
between the 2 sites is that Site 5is road set ved,
while a spur was constructed to Site 3 fron the
northern terminus of the rail line to the imrr ,di-
ate vicinity of Site 1.
Construction starts with the erection of a
6-bay structure formed by a central wall id 4
projections/walls on each side (Figures 2 ar 33).
Shortly thereafter linear scars appear, gene ally
evenly spaced, placed at the same distance' r om
the structure, and which may occur in a ref afar
pattern completely around the site when c tm-
pleted (Figures 4 and 5). A further oval - -a r,
conforming to the shape of the site, seems t ) he
under construction that will join the li ica r
scars together from center to center. On .1is--
tore at Site 5 has been earth mounded anc ex-
cavations have been made around some o t he
linear scars, giving them a raised appear once
(Figure 6).
