from photography.

This is the only cement plant in North Vietnam.
The plant has been undergoing repairs and general cleanup during the 25X1 D
past four months. When seen on 0 an underground flue system serving
two rotary kilns was complete, and one of the kilns was being repaired. On
smoke was emanating from the flue system, indicating that one or
both of the kilns were operating (see Figure 3). Dust visible at the crushing
and grinding building indicated that cement was being produced. 25X1 C
