The Songjon-Pando Naval Base, located 4.1 nm NE of the Munchon Naval Base Wonsan, encompasses 3 previously targeted areas: Munchon Naval Base Northeast, Panja-Ri Naval Facility, and Panja-Ri Naval Installation. Although these three installations are not contiguous, the interrelation- ship of the functions and close proximity of the installations to one another dictate a single target name with the components described as to function within the main complex. Concurrent construction of facilities at the 3 components of the base (although the main part of the operating area predates available photography) suggests a unity of purpose. Observation of 1 Komar PTG at the Munchon Naval Base Wonsan, the sighting on later coverage of a probable Komar PTG stern-to at the crane-served quay at the underground patrol boat pen, and the presence of 2 possible vessels in the entrance channel to the water level tunnel suggest that Songjon-Pando was constructed as a Komar PTG base.
