Handle IF~ Control System Only The Chaho-Nodongj,gu Submarine Base Complex at 40-11`-33N 128-39- 0lE is an excellent example of continuing North Korean efforts to up- grade naval installations in consonance with continuing acquisitions of naval units. The presence of a large probably concrete arch-roofed structure with a span of approximately 65 ft over partially completed excavation near the shore line indicates a submarine pen is possibly under construction. Extensive construction is underway adjacent to this structure. The development of the Chaho Complex apparently was part of a naval facility expansion proprr:.m probably initiated during rhich also incorporated two other installations. Both the Songjon ando Naval Base and Missile Support Facility, north of Wonson, and the Mayangdo-ri Naval Repair Facility, adjacent to the Mayang-do Submarine Base, were constructed in the same time frame as the Chaho Submarine Base. The growth of this facility has been unique in that it apparent- ly began prior to I las a small facility for patrol craft, but as construction progressed base expansion overran the village of Chaho. The large T-head subm rine prier was in the initial stages of construc- tion in the The facilities comprising the Chaho Complex are extensive and varied, and the disproportionate number of military-type buildings within the complex suggests that this installa- tion has support or training functions in addition to being an operating base. Berthing area facilities include one T-head pier (exclusively associated with submarine activity, four quays (one has a butler- type building and is normally associated with surface units, including S0-l PGM and KOMAR PTG), four fenced storage buildings, and 15 other storage/support buildings.
