Three of the five storage areas which existed inlI 25X1 D (see Figure 4). Photography of 0 shows that 23 additional 21-metric-ton tanks have been added to the POL storage area at the rail-to-pipeline transfer facility in the Vinh Rail Yard, increasing the number of tanks there to 51. This facility and two water-to-pipeline transfer and storage facilities at Vinh, which are unchanged since Q serve the POL pipeline system 25X1 D that has been built in the panhandles of North Vietnam and Laos. The two water-to-pipeline facilities contain 90 to 100 tanks, which are primarily of the 12- and 21-metric-ton size. All three of these transfer facilities are in active use. For earlier analysis of the POL pipeline, see IAS Notes of 29 April 1969. The other three POL storage areas are not connected to the pipeline. The Vinh Citadel POL storage area, which probably services vehicular traffic, has eight new tanks, probably of 12--metric-ton capacity. Previously it contained 29 buried tanks of the same size as the new tanks. Two of the storage areas are within 1,000 yards of the Vinh Airfield, which is being repaired and should soon be operational. One of them has 40 new excavations for POL tanks and ten 21-metric-ton tanks are lying on the ground. The area previously contained only nine buried tanks. The other storage area, which is new, contains fourteen 12-metric-ton tanks and three 21-metric-ton storage tanks.
