This memorandum responds to an NSA request for the identification and, if possible, a description of each high frequency/direction finding (HF/DF) FIX 24 antenna facility reported to be located near the following urban locations within the USSR: Sovetskaya Gavan, Kiev, Tallinn, and Baku. 2. The possible locations of the facilities were determined by NSA from informal talks with FTD representatives, from COMINT reports, and from the listin s of facilities which have been previously reported in Volumes-2, 3, 4, and 5, Electronics Defense Laboratories (TOP SECRET J. The specific requirement also requests a negation date of each HF DF FIX 24 where feasible. Negation dates could not be established for the facilities due to the lack of high-resolution photo- graphy at the time they were constructed. 3. The facilities, as identified in the above-referenced search locations, are described below. a. The Sovetskaya Gavan HF/DF FIX 24 antenna facility can be identified on photography of The facility 25X1 is located approximately 30 nm northeast of Sovetskaya Gavan, USSR, at 49-02-30N 140-17-OOE The facility 25X1 consists of an HF/DF FIX 24 antenna and a smantled HF/DF THICK 8 antenna. An HF communications facility has been constructed in the area of the dismantled HF/DF THICK 8 antenna, but the configuration of the HF antennas cannot be determined due to the limited interpretability of the photography. The Kiev HF/DF FIX 24+ can be positively identified on photography. The facility has been described previously in a response to an NSA requirement, NPIC Memorandum, Photographic Confirmation of HF/DF Antennas Near Brest and Kiev, USSR, 21 July 1970. c. The Tallinn HF/DF FIX 24 antenna facility can be identified on photography of The facility is located approximately 3.5 nm northeast of Tallinn, USSR, at 59-29-20N 024+-51-15E (BE None). The facility consists of an HF/DF FIX 24 and a suspect DF facility of unidentified type which is located approximately 0.5 nm to the southeast. No HF communications antennas were observed in the proximity of the HF/DF FIX 24 facility. d. The Baku HF/DF FIX 24 antenna facility can be identified on photography of The facility is located 18 nm east of Baku, USSR, at 0-21-OON 050- 16-OOE I. The facility consists of an HF/DF FIX 2 and an associated HF communications facility. The HF antenna field contains three single rhombic and three horizontal dipole antennas. The approximate azimuths of the rhombic antennas are 31i5 degrees. The dipoles are oriented approximately 035/215, 085/265, and 100/280 degrees azimuth, respectively. )+.
