STORAGE DEPOTS NEAR SAN-SHIH-LI-PAO, CHINA
Two previously identified storage depots are collocated at
39-OON 121-38E, 2 nautical miles (nm) east of San-shih-li-pao, China
(Figure 1). The depots are separately secured and are not directly
connected by roads. Storage buildings at the depots are of distinctly
different design (Figure 4). For this reason, each depot will be dis-
cussed separately in this report.
Storage Facilities
Facilities in the storage area include 3 gable-roofed storage
buildings, 1 buried tank, and a service/support building. The 2 large
storage buildings (Items 1 & 2, Figure 3) are surrounded by a high,
rectangular revetment which provides blast protection and also iso-
lates them from the smaller storage building (Item 3, Figure 3). The
small storage building is also heavily revetted. Each of the 2 large
buildings has 6 stack-type ventilators on its roof. Two covered en-
trances are located on the east side of each of these buildings. A
narrow tunnel through the revetment provides access to the buildings
(Figures 2 & 4).
The main access road approaches the depot from the south and enters
the southeastern side of the site. This road also passes through a
large open-pit mine located 1 nm south of the depot. The building con-
figurations and site layout are similar to those at high-explosives
storage sites associated with other mining operations in China.
The probable function of Storage Depot A, therefore, is the storage
of high explosives for use in the nearby mining operation.
Security
The entire storage area is surrounded by a triple fence. A small
guardhouse is located at the entrance, and 3 guard towers are observed
at the locations indicated in Figure 3. A probable patrol path, which
connects 2 of the guard towers, can be seen along the top of the revet-
ment which surrounds the 2 large buildings.

The housing and administration area, consisting of 5 support
buildings, is located just outside the entrance to the storage area.
The larger building located east of the main road was first observed
under construction on photography of This building
appeared complete on photography of Barracks-type
housing is not present at this depot. Limited housing facilities
may be available in one or more of the support buildings.
Storage Facilities
Facilities in the storage area include 17 arch-roofed storage
buildings, 2 gable-roofed warehouses, and a small service building.
The arch-roofed buildings appear to have been constructed in shallow
excavations leaving the floor level slightly below the adjacent ground
level. A covered entryway is located along the side of each of the
storage buildings (Figure 4). Three stack-type roof ventilators are
visible on each of the 17 arch-roofed storage buildings as indicated
in Figure 4.
No external blast protection has been provided for the storage
buildings. Building separation, only 50 feet in some cases, also affords
little blast protection.
The 2 gable-roofed warehouses (Buildings 4 & 5, Figure 3) probably
serve as receiving and shipping points for the items stored in the stor-
age buildings.
Security
The storage facilities are secured by a double fence. Guardhouses }
are located at the entrance and also in the northern part of the storage
area near the fence line (Figure 3).
Housing and Administration
The housing and administration area, consisting of 1 administration/
support building, 1 probable vehicle shed, and 2 small service buildings,
is located just outside the entrance to the storage area. Barracks-type
buildings are not present at this depot, but limited housing may be
available in one or more of the above-mentioned buildings.
