MOSCOW LYUBERTSY REFINERY

This refinery is located in the Lyubertsy sector of Moscow, adjacent
to the Moskva River, approximately. 8.7 nautical miles southeast from the
center of the city (see Figures 1 & 2). The geographic coordinates of
the approximate center of this installation are 55 38 50N - 37 48 45E.
Lyubertsy Petroleum Refinery occupies an irregularly shaped area
of nearly 600 acres. The maximum dimensions are approximately 6,700 feet
E-W and 5,500 feet N-S.

only recent usable photographic coverage of this refinery. For purposes
of comparison, photo enlargements from three of these missions are included
with this report (Figures 3-5). Because of the small scale of available
photography the refinery fenceline could not be discerned, therefore,
making the boundary line only approximate. On Figure 3, the refinery is
delineated and the various processing, storage, and support facilities
are outlined and numbered. The following descriptions of plant facilities
are keyed to this figure:
(1) Tank farm, probable crude storage area with tanks and
underground probable concrete storage reservoirs
(2) Processing area, includes possible petroleum treating
units, process storage tanks, and unidentified processing
units
(3) Tank farm, probable process storage
(4) Probable distillation area with possible topping unit and
other unidentified processing units
(5) Multipurpose area, contains administrative and shop
buildinEpand water treatment facilities
(6) Processing unit, probably either thermal cracking or
atmospheric-vacuum distillation
(7) Two processing units., probably either thermal cracking or
atmospheric-vacuum distillation
(8) Area of possible vapor recovery from thermal crackers and
possible treating units
(9) Multipurpose area, containing shops and rail served probable
packaging, shipping, and receiving buildings.
(10) Probable light ends processing units (2), with gas holder
and horizontal and vertical tankage

(11) Unidentified processing unit, with adjacent flare
tower
(12) Rail served shipping and receiving area with tank car

Level of Activity
Considerable expansion of facilities has taken place at this refinery
since 1961. Sections where additions or deletions have occurred are
enumerated and these changes described below: (Keyed to Figure 3)
(1) Four probable concrete reservoirs and one large tank were
constructed in the north portion of this area during 1964.
(11) An unidentified long processing building was started in
this area in the summer of 1963'and appears complete by the
summer of 1965. A flare tower present as late as the fall
of 1964 is not operating on photographic coverage from
1965.
(12) Several storage tanks have been erected and basins dug in
this area since 1963.
(14) The south processing unit in this area appears to have been

Because of the very small scale and poor quality of the 1962 and
1963 coverage over this area, only major changes are noted above, as
minor construction efforts could not be detected.
Examination of available photographic coverage between
indicates that the refinery was active through-
out this period. Steam or smoke coming from various areas of the
refinery is visible on all photographic coverage from this period.

.Units on which construction has taken place during this period
appear to be either complete or in an advanced state of construction.
No areas show signs of being in an early stage of construction on
major processing units. However, much undeveloped acreage is available
within and adjacent to Lyubertsy Refinery for further expansion, if
desired.
All measurements have been made by the CIA/IAD/IB project analyst. They
should be considered as approximate and must not be taken as official NPIC
mensuration data compiled by the Technical Intelligence Division, NPIC.
