Increasing levels of Soviet military activity in those areas of the USSR bordering on China and inside Mon olia have been observed on KEYHOLE photography during the period This report supersedes three previous NPIC reports on the Soviet buildup near the border with China.1-3 2. The buildup has involved both ground and air force installations. Static defenses have been renovated, new radar and SAM sites have been constructed, large numbers of permanent ground force installations have been built, and older ground force areas have been expanded. Many deployment and dispersal airfields have also been built or renovated. 3. Some of the newest equipment in the Soviet inventory has been observed with these border forces: The SCALEBOARD missile system, the wheeled SCUD missile system, the FROG-7 wheeled rocket system, the T-62 medium tank, the T-55 tank-launched bridge, the VMP armored personnel carrier, and two new types of river patrol boats. Aircraft observed include FIDDLER supersonic long-range interceptors and FLAGON supersonic point interceptors. Increasing numbers of tactical combat and support aircraft employed in support of ground forces have been observed both in the USSR and Mongolia. 4. Activities of Soviet ground forces are considered first, followed by activities of Soviet air forces and the river patrol forces. SOVIET GROUND FORCES 5. A major increase of Soviet ground forces along the Sino-Soviet border and within Mongolia has been observed during the last five years. Photographic evidence of the buildup began in late 1965 and indicated a steadily increasing movement of forces to the border through 1968. Since 1968 only a few new divisions have been formed; increases in forces since that time apparently have been designed to fill out existing divisions along the border. 6. Through September 1970 approximately 39 Soviet divisions have been identified along the Sino- oviet border. Divisions have been identified by the proximity of the regiments- and support units and the order of battle observed. Determination of the types of divisions, the areas where they are based, and the number of associated units has been derived solely from photography. No attempt has been made to determine the strength or readiness of the divisions or to group the divisions into corps or armies. The divisions include those which appear to be primarily oriented against China (Figure 1). The Central Asian Military District (MD) has seven divisions and 12 unsubordinated ~, pits; the Siberian MD has one division; the Transbaikal MD has eight divisions, two possible divisions, and 13 unsubordinated units; the Far East MD contains 18 divisions, one possible division, and 28 unsubordinated units; Mongolia has at least three divisions and an unsubordinated unit. 7. The type of unit within an installation has been identified from observing order of battle known to be associated with such a unit.4-6 Some units are in areas where available photography is of limited interpretability which makes full identification impossible. Subordination of units cannot be determined from photography alone. At least three more divisions could be formed of the unsubordinated units, one each in the Central Asian, Transbaikal, and Far East MDs. 8. Recent photography indicates the continuing upgrading of equipment along the border. The rear services for support of the divisions have recently been moved into the border areas, particularly into the Far East MD and to a lesser extent into the Transbaikal MD. Ground force units along the border appeared to be receiving the latest equipment more rapidly than ground force units elsewhere in the USSR. Although units generally arrive in the border area with older equipment, most have been re-equipped within a year. Troposcatter facilities have been found near most divisions. And possible missile-related facilities have been observed near ground force installations. 7 9. Since 1965 the r_umbers of buildings and pieces of equipment have been greatly increased. More than 6,000 buildings have been added to ground force installations. Tanks have increased by more than 6,000; field-artillery pieces by more than 2,000. Also, the number of vehicles and pieces of equipment in storage has more than quadrupled. These figures represent minimum numbers. Conditions such as covered storage, partial photographic coverage, and limited interpretability of some photography make a complete count impossible. The actual increase is probably higher. 10. Each of the new barracks areas along the border contains units subordinate to a single division. Barracks built prior to 1965 house combination units. For example, Mirnaya Army AL 1 has two artillery regiments; Bezrechnaya Army Barracks AL 1 has two AAA battalions. Probably one of the artillery regiments at Mirnaya is subordinate to the Bezrechnaya division, and one of the AAA battalions at Bezrechnaya is subordinate to the Mirnaya division. 11. The divisions listed in this report do not represent all the divisions in the Sino- Soviet border area. Additional divisions are in the Turkestan, Siberian, and Far East MDs, but they are more distant from the border. Although these divisions would probably be used in the event of hostilities, they have not changed significantly since 1965. Therefore, they have not been considered in this report. SOVIET AIR FORCES 12. Si=ice 1965 the Soviet Tactical Aviation Forces (TAF) have been strengthened. In 1965,only ~~ne tactical air army existed in any strength--the one in the Far East MD--and it consisted of about five tactical air regiments. By September 1970, the Far East forces had been increased from five to 11 regiments. In the Transbaikal NID, the tactical air army had been reactivated and consisted of 16 regiments. The new Central Asian MD had three tactical air regiments, and a fourth, the regiment at Taldy Kurgan Airfield Northwest, was also probably administratively subordinate to this MD. 13. The buildup of air defense (PVO) forces between 1965 and the fall of 1970 has not been as sizable or rapid as the buildup of the tactical air force. Nevertheless, 15 or possibly 16 air defense regiments were in the border area in the fall of 1970 (Figure 2), and ten of these regiments were totally or partially equipped with late model interceptors such as FLAGON, FIREBAR, or FISHPOT. 14. Soviet long-range aviation (LRA) and naval aviation bomber forces have not constituted part of the buildup (Figure 3). Of the 15 bomber regiments (including reconnaissance regiments) stationed in the USSR-China border regions, six were missile equipped. Various exercises in the past few years have indicated that the Soviets have the capability of deploying large numbers of bombers from other bomber commands to the border. 15. More than 50 deployment and dispersal airfields are in the USSR-China border area, and most of these have been built since 1965. Table 1. RIVER PATROL FORCES 16. Two types of patrol craft, new in the Soviet inventory since 1966, have been observed along the USSR-China border. One of these is a 28-meter (93-foot) Shmel-class motor gunboat (PGMR). It has been observed at three locations along the Amur River. The other boat, constructed at Nikolayevsk Shipyard, is a 29-meter (96-foot) vessel closely akin to the Poluchat-1 diving tender (YDT). Originally designated a river patrol boat (PBR), the 29-meter boat is now designated a minesweeper boat (MSB).
