A detailed search of four major areas, two in Pakistan and two in India, revealed the continued deployment of military personnel and equipment since the December 1971 war. 2. A detailed search was made in the Jammu/Lahore area to a distance of at least 30 nautical miles (nm) on both sides of the border (as coverage allowed) to determine the disposition of military forces and a uipment. Four major areas of military encampments were observable two in Pakistan--the Sialkot and Lahore areas--and two in India--the Jammu and Amritsar areas. The heaviest concentration of personnel and equipment was in the Sialkot area of Pakistan and the adjoining Jammu area of India. 5. A comparison of the major military cantonments along the Indian/Pakistan border was also made to determine the amount of activity inside the compounds with respect to that of the field-deployed forces and to the activity present in January and July 1972. Along the Pakistan side of the border, activity in the major cantonments (Kharian, Jhelum, Gujranwala, and Lahore) remained at the low postwar level observed in January and July 1972. Along the Indian side of the border, activity in the major cantonments (Akhnur West, Akhnur Barracks, Jammu, and Amritsar), except for one, also remained at the low postwar level. The one major change was at Akhnur Barracks Area Southwest which contained 1,650 personnel tents, 17 tanks, 182 cargo trucks, and 113 utility trucks. A total of 29 military camps and 27 vehicle parks containing 942 personnel tents, 744 cargo trucks, 214 utility trucks, 14 tanks, 21 tank transporters, 11 prime movers, 13 occupied field artillery (FA) sites, and three occupied possible antiaircraft artillery (AAA) sites were observed within a 30-nm strip along the border. These 56 military encampments were at scattered locations throughout the Sialkot and the Lahore special area. Changes in the locations of military encampments were apparent . All 29 military camps and 26 o the 27 vehicle parks were new since January, the old encampments having been disbanded. However, the total extent of the field-deployed camps and parks remained essentially the same in October. Since January 1972 there had been a decrease of 374 personnel tents, 160 utility trucks, 15 cargo trailers, and 27 occupied field artillery sites. Scattered throughout the Lahore special area of Pakistan were 13 Lin military camps and five vehicle parks with 333 personnel tents, 151 cargo trucks, and 46 utility trucks. Additional equipment included five tank transporters and 56 cargo trailers. There were three occupied field artillery (FA) sites containing 18 FA weapons in the area. These totals represent, an increase of 12 military camps, three 25X1 vehicle parks, 328 personnel tents, 147 cargo trucks, 32 utility trucks, and 52 cargo trailers. The five tank transporters and three FA sites were new. Deployed military activity in July 1972 included four vehicle parks with 16 cargo trucks, 28 utility trucks, and four cargo trailers. No military camps or FA sites were discernible. The description and location of each field-deployed encampmen follow (item numbers keyed to Figure 25X1 1). (1) A vehicle park 30 nm northeast of Lahore at 31-59-OON 074-38-OOE contain- ed seven cargo trucks and four utility trucks. (2) A military camp 25 nm north-northeast of Lahore at 31-57-ION 074-31-30E contained 21 personnel tents. (3) A military camp 15 nm north-northwest of Lahore at 31-48-15N 074-12- OOE contained 16 personnel tents and one occupied six-position FA site. (4) A military camp 14 nm north of Lahore at 31-47-45N 074-15-05E contained 41 personnel tents and eight cargo trucks. (5) A military camp 10 nm east-northeast of Lahore at 31-38-50N 074-29-OOE contained four personnel tents, seven cargo trucks, and ten small tempo- rary storage buildings. (6) A vehicle park 10 nm southeast of Lahore at 31-26-48N 074-27-50E con- tained three cargo trucks, five utility trucks, and 40 cargo trailers. A total of 60 military camps and two vehicle parks containing 9,792 personnel tents, 1,053 cargo trucks, 189 utility trucks, 13 tanks, and 16 occupied FA sites were observed within a 30-nm strip along the border (as coverage allowed). These 62 military encampments were scattered throughout two major areas of India, the Jammu area and the Amritsar area (Figure 1). However, the total extent of the field-deployed camps and parks remained essentially the same in October 1972. Since January 1972 there had been an increase of 1,012 personnel tents and seven tanks. However, there had been a decrease of 215 cargo trucks, 189 utility trucks, and 15 occupied FA sites. Deployed military activity in July 1972 included 23 military camps and ten vehicle parks with 9,858 personnel tents, 1,165 cargo trucks, 203 utility trucks, 24 tanks, and 23 tank transporters. No occupied FA sites were discernible. 10. Scattered throughout the Jammu special area of India were 40 25X1 military camps with 9,120 personnel tents, 917 cargo trucks, and 121 utility trucks. Additional equipment included 13 tanks and 172 vehicles/pieces of equipment. There were seven occupied FA sites containing 45 FA weapons in the area. These totals represent, since 27 January 1972, an increase of 24 military camps, 621 personnel tents, and seven tanks. The large increase in military camps resulted from the division of several large camps into numerous smaller encampments. However, there had been a decrease of one vehicle park, 308 cargo trucks, 238 utility trucks, eight tank transporters, and 16 FA sites. Deployed military activity in July 1972 included 14 military camps and two vehicle parks with 9,321 personnel tents, 1,029 cargo trucks, 180 utility trucks, six tanks, and eight tank transporters. No occupied FA sites were discernible. The description and location of each field-deployed encampment on follow (item numbers keyed to Figure 1). 25X1 (1) A military camp 25 nm north-northwest of Jammu at 33-05-27N 074-40- 35E contained 12 personnel tents, 13 tanks, two cargo trucks, and three utility trucks (Figure 6). (2) A military camp 11 nm northwest of Jammu at 32-51-45N 074-43-20E con- tained 145 personnel tents, 29 cargo trucks, and 28 utility trucks. There were 11 quonset huts and ten small temporary buildings in the camp. (3) A military camp 21 nm west-northwest of Jammu at 32-50-50N 074-28-30E contained 50 personnel tents, 85 cargo trucks, 57 utility trucks, one possi- ble helicopter landing zone, and 24 vehicles/pieces of equipment (Figure 7). (4) A military camp 23 nm north-northwest of Jammu at 32-49-30N 074-26- OOE contained 28 personnel tents and 17 vehicles/pieces of equipment. (5) A major military camp 7 nm northwest of Jammu at 32-48-18N 074-46-35E contained 3,460 personnel tents. (6) A military camp 7 nm northwest of Jammu at 32-47-03N 074-45-OOE con- tained 90 personnel tents, six cargo trucks, and 20 utility trucks. (7) A major military camp 15 nm east-northeast of Jammu at 32-46-50N 075- 08-15E contained 2,100 personnel tents (Figure 8). (8) A major military camp 14 nm east of Jammu at 32-45-OON 075-08-15E con- tained 1,800 personnel tents. (9) A military camp 10 nm west-southwest of Jammu at 32-37-50N 074-40- 30E contained four personnel tents and one cargo truck. (36) A military camp 19 nm northwest of Pathankot at 32-25-05N 075-18-55E contained 21 personnel tents and six cargo trucks. (37) A military camp 1.6 nm north-northwest of Pathankot at 32-21-ION 075-21- 30E contained 31 personnel tents and 30 cargo trucks. Scattered throughout the Amritsar special areal of India were 20 25X1 military camps and two vehicle parks with 672 personnel tents, 136 cargo trucks, and 68 utility trucks. Additional equipment included 35 cargo trailers and nine occupied FA sites containing 52 FA weapons. These totals represent, an increase of 17 25X1 military camps, one vehicle park, 391 personnel tents, 93 cargo trucks, 68 utility trucks, and 35 cargo trailers. The number of occupied FA sites was unchanged. Deployed military activity in July 1972 included nine military camps and eight vehicle parks with 537 personnel tents, 136 cargo trucks, 23 utility trucks, 18 tanks, and 15 tank transporters. No occuiped FA sites were discernible. The description and location of each field-deployed encampment ollow (item numbers keyed to Figure 1). 25X1 (1) A military camp 19 nm north of Amritsar at 31-57-45N 074-53-45E con- tained 44 personnel tents, six cargo trucks, eight utility trucks, and one occupied six-position FA site. (2) A military camp 16 nm north-northwest of Amritsar at 31-46-30N 074-37- OOE contained 46 personnel tents, seven cargo trucks, seven utility trucks, and four cargo trailers. (3) A military camp 15 nm north-northwest of Amritsar at 31-43-ION 074-30- 45E contained 58 personnel tents. (4) A military camp 13 nm west of Amritsar at 31-40-35N 074-37-45E contain- ed 18 personnel tents, 41 cargo trucks, five utility trucks, and nine cargo trailers. (5) A military camp 6 nm west of Amritsar at 31-37-OON 074-45-30E contained 120 personnel tents, 21 cargo trucks, 19 utility trucks, and 16 cargo trail- ers. The camp was being converted into a permanent base with the con- struction (early stage) of six barracks, two administration buildings, and two small multiwing buildings.
