1. This report describes two communications systems current-
ly being developed in Hunan Province. The report includes text, a
location map, four photographs, and references and is based on
photography between July 1971 and September 1972.
2. Two major communications systems are being developed in
Hunan Province (Figure 1). One system, an underground telecommuni-
cations line, is more than 520 nautical miles (nm) long. The other
is a series of eight bunkered, radio relay communications facili-
ties. Possibly related facilities include a TV transmission tower
near Chang-sha and two probable space tracking facilities.
Underground Telecommunications Line
3. The 520 nm of underground telecommunications line was
identified on photography The line runs
generally north and south, connecting the Chung-ching/Shang-hai
telecommunications line in the north with Canton. Two branch
lines, totaling approximately 115 nm, have been identified since
March 19721 One branch extends from the trunk line at 29-33N
111-32L west for approximately 32 nm to the vicinity of Tzu-li at
'19-26N
111-07E. The second branch extends from the main trunk
line at 27-08N 111-23E near Shao-yang east for approximately 83 nm
to the vicinity of Nan-yueh at 27-15N 112-44E. The main trunk
line crosses wide streams or rivers at at least six locations. At
these points the line splits into either two or four segments,
crosses the river, and then rejoins on the opposite shore (Figure
2)
Radio Relay Communications Facilities

A series of bunkered, radio relay communications facili-
ties
have
also been identified Eight

sites
are
generally parallel to the main portion of the under-
ground telecommunications line. Other sites in Kwangtung Province
indicate that this system will extend to Canton.
5. A typical site is at Li-hsien (Figure 3). This facility
consists of a bunkered operations building and several support
buildings on a hilltop. The bunkers at all sites are open on two
ends. The open end of the bunker at one site is in line with the
open end of the bunker at the next site in the network. These
sites are generally from 25 to 35 nm apart and are usually on the
highest point of land in the immediate area.
6. The Chang-sha TV Transmission Facilit 25X1
was identified just south of Chang-sha 25X1
This facility consists of a 25X1
lattice TV transmitting tower on- a hilltop 10.5 nm south- 25X1
southeast of Chang-sha at 28-02-10N L13-03-40E.

7. Two facilities in Hunan Province have been tentatively
identified as probable space tracking facilities. Tzu-chi-shih
Probable Space Tracking Facility at 26-21-26N
111-10-07E, was identified in southern Hunan
This facility contains two pe esta -mounte ,
solid-dish parabolic antennas. One antenna is 16.0 meters (51
feet) in diameter
Each is next to a control building. Cable trenching con-
nects both antennas. I-yang Probable Space Tracking Facility
at 28-42-30N 112-16-40E was identified in north-
central Hunan This
facility contains three pedestal-mounted, solid-dish parabolic
