1. Facilities for a probable new infantry division in Sinkiang Military Region, China, have
been identified on KEYHOLE photography of July-August 1973 (Figure 1). The new facilities are
approximately 50 nautical miles southwest of the city of Shih-ho-tzu and house the third infantry
division identified in Sinkiang Military Region since October 1972. The Shih-ho-tzu area straddles
a natural access route leading into China from the Soviet Union and is approximately midway between
the regional capital of Wu-lu-mu-chi and the Sino-Soviet border.
2. This probable new division appears to be housed in three regimental-size installations:
Yueh-ya-tai Barracks Area SW, Mei-yo Barracks Area NNW, and Mei-yo Barracks Area West. Figures
2-4 show portions of these installations. Although parts of these installations were present in June
1971, no activity was seen until July 1973, when newly constructed military training facilities and
ground order of battle were identified. Between October 1972 and July 1973, practice grenade ranges,
small-arms firing ranges, obstacle courses, and/or athletic fields were built at all three installations.
3. In addition, elements of at least two artillery units were identified in the area of the probable
new division in July 1973. Six field guns were at Mei-yo Barracks Area NNW and six more field
guns and 12 mortars were immediately north of this installation. An additional 24 probable field
guns, six possible field guns, and ten howitzers were at two rest stops along the main route into
the Shih-ho-tzu area.
4. Table 1 lists all installations associated with the three infantry divisional areas identified
since October 1972.
