1. This is the second report on hardened communications and bunkered facilities in Eastern
Europe.
2. Twenty-seven new command and control facilities have been identified in
Bulgaria, Czechoslovakia, and Poland. Two facilities in Poland I do
not have communications antennas at present, but antennas may be constructed there in the future.

3. Included are location maps, perspective drawings, and annotated photographs. The

4. Thirty-seven command and control facilities have been identified in Eastern Europe to
date five in Bulgaria, one in Czechoslovakia, six in Poland, and one in Hungary.
This report describes 27 of these; the other ten were discussed in a previous NPIC report.'
5. None of the facilities have multichannel communications antennas or mobile communications
associated with them. The presence of control bunkers and hardened antennas suggests that these
facilities are part of a highly survivable, high-level command and control communications system
or systems.
6. Based on available photography, it is not possible to determine force level or subordination
for 21 of the facilities described in thig renn
Two Polish facilities--Torun and Torun Southeast--are subordinate to the staff at Bydgoszcz
Headquarters Pomeranian Military District 3
7. Correspondents for the facilities described cannot be identified because there is no way
to determine from photography whether the hardened antennas have a transmit, a receive, or a
transceive capability. Other reasons the correspondents have not been identified are that the
deployment of hardened antennas in Eastern Europe is probably in the initial stage of construction
and that there is a lack of current photography.
8. Two bunkered facilities in Poland now under
construction do not contain hardened antennas. These facilities are included in this report because
of the possibility that hardened antennas or aboveground antennas may appear at a later stage of
construction.
10. Descriptions of each facility are included on the illustrations which follow.
Bulgaria
15. Only one new hardened command and control facility has been identified in Bulgaria since
September 1.972 and it brings the total in that country to five. No common site layout or bunker
construction technique have been identified at any of these five facilities.

16. Only one hardened command and control facility has been identified in Czechoslovakia
to date. Therefore, no pattern can be derived as to site layout or bunker construction.
17. Six new command and control facilities have been identified since the first command and
control report was published.' Three of these six facilities (Malbork, Goleniow, Debrzno) are similar
in construction. In each case, a long, rectangular, partially underground, earth-covered bunker with
six air vents is in the center of a rectangular secured area.
