STATUS OF SS-7 AND SS-8 LAUNCH SITES, USSR

1. A review of all 92 Soviet deployed SS-7 and SS-8 ICBM launch sites was conducted using
the latest available KEYHOLE photography to determine the current state of readiness of each launch
site. The review includes both active launch sites and those sites considered to be in a reduced state
of readiness. This report includes tables listing the date of last observation, equipment present, and
activity observed at each of the 92 launch sites.
2. The 84 SS-7 launch sites deployed at 14 ICBM complexes and the eight SS-8 launch sites
deployed at three ICBM complexes
This photography was reviewed to determine the state of readiness
of all of the SS-7 and SS-8 deployed ICBM launch sites, including the 17 soft SS-7 launch sites
that currently are considered to be in a reduced state of readiness. Indicators used to determine
the state of readiness included the presence of launch equipment, propellant vehicles or facilities
on each launch site, the condition of pavement on launch pads and service roads, and any missiles
or missile activity observed.

3. The 17 SS-7 soft ICBM launch sites considered to be in a reduced state of readiness (Table
1) are at seven ICBM complexes with 34 launch positions. No additional launch sites have been
identified in a reduced state of readiness since October 1973 when this condition was first observed
at Perm Launch Site 2. Activity and vehicles observed at several of these 17 SS-7 launch sites indicate
they are now being used to support other units and are no longer in use as ICBM launch sites.
4. At the Itatka ICBM Complex, ground force tanks and support vehicles have been seen
on the launch pads at all three of the launch sites and in the complex administration and housing
area. In the rail-to-road transfer point (RTP), ten of the SS-7 missile propellant storage tanks had
been removed from the propellant facility The presence of ground force elements 25X1
on the three launch sites and the removal of the missile propellant tanks in the RTP is strong evidence
that this complex is no longer operational as an ICBM complex.
5. Three other SS-7 launch sites, Drovyanaya Launch Site 1, Perm Launch Site 1, and
Svobodnyy Launch Site 3, are being used as probable maintenance facilities for general-purpose-type
vehicles.
7. Activity and equipment observed at the remaining 67 deployed SS-7 ICBM launch sites
(Table 2) indicate that there has been no change in the operational status of these launch sites.
8 The condition and status of the eight SS-8 ICBM launch sites deployed at three ICBM
complexes remained unchanged (Table 3) The activity and equipment seen at each of these launch
sites appeared to be normal for operational SS-8 launch sites Liquid oxygen railcars were present
in the rail to-road transfer point at the Kozelsk Omsk and Tyumen ICBM Complexes indicating
that a supply of oxidizer for this missile system was being maintained .
