TOP SECRET RUFF
1. This report describes the five and possibly six torpedo/mine handling facilities which support
China's submarine force. The facilities are collocated with China's six submarine operating bases.
Three are in the North Sea Fleet area, with one possibly at Hsiao-ping-tao, one at Ching-tao, and
one at Lu-shun; two are in the East Sea Fleet area at Ta-hsieh-tao and Hsiang-shan; and one is in
the South Sea Fleet area at Yu-lin.
2. The report contains a location map and six photographs.

3. Five and possibly six torpedo/mine handling facilities have been identified in China (Figure
1). They are collocated with China's six submarine operating bases. Three of the facilities are in
the North Sea Fleet area, with one possibly at Hsiao-ping-tao Submarine Base (38-49-04N 121-29-31E;
one at Ching-tao Submarine Base (36-05-41N 120-18-46E; and
one at Lu-shun Submarine Base (38-47-16N 121-14-38E; Two are in the East Sea
Fleet area at Ta-hsieh Submarine Base PUG (29-53-55N 121-57-51E; and Hsiang-shan
Naval Facility (29-32-13N 121-46-21E; .One is in the South Sea Fleet area at Yu-lin
Submarine Base (18-13-32N 109-32-44E;
4. All the facilities consist of three basic components interconnected by narrow-gauge rail
lines: a loading/unloading wharf, pier, or quay; an assembly/checkout area; and a storage area.
Torpedoes or mines are placed on handling dollies and moved from the storage and/or
assembly/checkout area to the loading/unloading area via narrow-gauge rail lines.

5. Hsiao-ping-tao Submarine Base (Figure 2) is on the Liao-tung peninsula approximately 11.0
nautical miles northeast of Lu-shun. It is the operating base for China's probable submarine-launched
ballistic missile (SLBM) test platform, the G-class ballistic missile submarine (SSB). Hsiao-ping-tao
was the staging base for two series of probable SLBM-associated tests which took place during
1972-1974.
6. The weapons handling facilities at Hsiao-ping-tao and the confirmed torpedo/mine handling
facilities observed at the other Chinese submarine bases are similar. They consist of a quay connected
by narrow-gauge rail to a high-bay weapons-associated building. However, activity observed at
Hsiao- in -tao suggests that the facility has been SLBM related rather than torpedo/mine related.
A suspect SLBM container on a dolly was on the narrow-gauge rail
Other SLBM-associated equipment was also present. No torpedoes mines,
crates, or handling equipment has been observed at Hsiao-ping-tao.
7. Torpedo/mine handling facilities at Ching-tao Submarine Base (Figure 3) consist of a
loading/unloading finger pier connected to assembly/checkout buildings by a narrow-gauge rail line.
Two probable explosives storage bunkers are in the area but are not rail served.
8. Torpedo/mine handling facilities at Lu-shun Submarine Base (Figure 4) consist of two
loading/unloading finger piers connected by a narrow-gauge rail line to two assembly/checkout
buildings.
9. Torpedo/mine handling facilities at Ta-hsieh Submarine Base PUG (Figure 5) consist of
a loading/unloading wharf connected by a narrow-gauge rail line to three assembly/checkout buildings
and a probable storage tunnel.
10. Torpedo/mine handling facilities at Hsiang-shan Naval Facility (Figure 6) consist of a
loading/unloading wharf connected by a narrow-gauge rail line to two probable storage tunnels.
11. Torpedo/mine handling facilities at Yu-lin Submarine Base (Figure 7) consist of a
loading/unloading quay connected by a narrow-gauge rail line to a large assembly/checkout building.
